FORWARD GUARDIAN 2017 JRSOI Scenario In response to a Category IV hurricane in the Virginia Beach area, the Virginia Department of Military Affairs responds to protect lives and property in the affected areas. Exercising the Emergency Management Assistance Compact (EMAC), the Governor requests the assistance of Georgia, Tennessee and South Carolina. These States respond by deploying Army National Guard units into the Commonwealth.

FORWARD GUARDIAN 2017 JRSOI Scenario Governor declares a Commonwealth wide disaster and asks for assistance via EMAC from South Carolina, Tennessee and Georgia. DOD designates neighboring ARNG for support; DIRLAUTH authorized. Notional ARNG units from these states simulate deployment and are received as follows: Winchester Readiness Center: 3/116th Inf: Tennessee State Military Reservation: 2/116th Inf: Georgia Lynchburg Readiness Center: 1/116th Inf: South Carolina

FG 2017 Scenario Planning Assumptions Participating State Defense Forces (SDFs), e.g., GA, SC and TN, will simulate State JFHQs. VDF to simulate VA JFHQ. Ten hour operational cycle (compressed 72 hour time frame) Notional deployment, closure, operational cycle, redeployment and closure at home station will require a condensed timeline to account for travel time and the ten hour operational period. While JRSOI could involve other resources, for this exercise, deploying units will only be simulated ARNG units.

Concept of the Operation VA JFHQ will contact participating State JFHQs equivalents. Deploy IMARs to JRSOI locations VA JFHQ provides JRSOI locations, i.e., Lynchburg and Winchester Readiness Centers and SMR Authorizes direct liaison with reception IMARs. State JFHQs go direct with IMARs with organic C2 platforms. State JFHQs communicate notional departure of attached deploying units to receiving notional VA ARNG HQs. Exercise timeline: At H+3, receiving notional VA HQ reports closure of deploying unit; At H+6, VDEM authorizes release of unit and notional VA HQ reports notional redeployment; At H+10, units reports closure with State JFHQs with follow-on reporting to VA JFHQ.
