Town Road Improvement Project Plan Opening Comments The information to be presented is based upon the Town Road Redevelopment workbook that was created in 2015 and posted on the town website Dec 3, 2015. The approach to be discussed is only a proposal. Next steps need to be determined by you the board. I’ll do what I can do to help at your direction. Thanks, Dennis. 1. I’d like to thank you in advance for giving me the opportunity to present the proposal I’ve prepared on how a plan to improve the town roads of Boulder Junction might be created in time to meet the April 2017 commitment date. 2. Town Road Improvement Project Plan Project Strategy: The proposed Boulder Junction Town Road Improvement Project plan will consist of three components: Data Analysis, Option Creation, and Communication. Road Improvement Project Plan Proposal 1_11_17

Town Road Improvement Project Plan Project Proposal Deliverables: Prepare two to three possible town road improvement project options for Town of Boulder Junction electors’ consideration. Prepare a communication plan for the sharing of project information with the community at large and to help the electors make an informed decision (vote) if and when the project is presented for approval. One, to verify I interpreted the information in the survey correctly and Two, as general knowledge sharing for all those present here. Town Road Improvement Project Plan Road Survey Overview: Road Rating: Note this column is on a separate worksheet in the Dec 3, 2015 workbook PLAN   Length SURFACE TYPE RATING RESURFACE PLAN CAT ROAD NAME Miles Accum. Gravel Chip Asphalt Traffic Occupancy Condition Priority The board should be complimented on creating a very thorough assessment of the town roads. The three criteria they used to assess every road were: level of traffic, level of occupancy and road condition. The rating scale used was one through five. Additional consideration, an addition of ½ to 1 full point for those roads that are single access and not through roads. One meaning low level of traffic, level of occupancy or very good condition. Five meaning high level of traffic, high level of occupancy and poor condition. These individual ratings were then added together to allow for prioritization based upon total score. Meaning those roads with the most traffic, highest level of occupancy and poorest condition should get first attention. Road Improvement Project Plan Proposal 1_11_17

Gravel Chip Asphalt Traffic Occupancy Condition Priority The resurfacing plan is reflected in the road category chart on slide six. One example of how the resurfacing plan can vary is Fishtrap Lake Road. It is a chip and sealed road, 2.04 miles in length. The proposal resurface plan from the survey would be to replace .64 miles of it with a chip and seal surface and the remaining 1.4 miles to be upgraded to asphalt. The impact on the improvement cost estimate is demonstrated in the following chart. Road Improvement Project Plan Proposal 1_11_17

Town Road Improvement Project Plan Project Proposal Road Survey Preliminary Analysis: All costs are budgetary only Exhibit I – Priority Ranking Exhibit II – Category & Pavement Type Exhibit III – Priority Grouping Using the Dec 3rd workbook as the base document, I began my preliminary analysis by sorting it in three different ways, by : Priority Ranking, Category & Pavement Type And Priority grouping. A snapshot of the priority grouping is presented on the bottom of this slide. Hand out the three exhibits and review them on screen. Road Improvement Project Plan Proposal 1_11_17

Town Road Improvement Project Plan Road Survey Preliminary Analysis: This slide shows the potential investment requirements in 20 % increments. The first 20% would complete 20 miles of road and since they are the heaviest traveled their recommended replacement is asphalt the most expensive surface material. The cost for each subsequent grouping goes down because material costs go down from asphalt to gravel. Note: Total cost is for Town Roads only, Easement Roads were not included. Town Road Improvement Project Plan Analysis Comments: The proposal is focused on creating a plan for presentation at the April Meeting of Electors. Additional planning time might be warranted to: Get summer resident input Complete engineering work and get contractors input Complete cost analysis for 2018 budget Proposal is separate from Road Maintenance Budget All costs are estimates for budgeting purposes only.
