Labor / Contract Compliance Changes So what’s new at CDOT in terms of contract and labor compliance? OJT – starting this one because it is going to be very quick. We are starting the process. We do look to revise the OJT program, but we are in the very starting stages. Within the next few months, we will have new requirements, but that’s for a different forum 280 Reports – Not covering this – this is for CDOT staff New Payroll Specification and Requirements Have new certified payroll requirements that are in place for some projects, and they will become mandatory for all construction projects with federal funding at the end of December. Let’s talk about this….
New Payroll Requirements -- LCPtracker What is LCPtracker? Who is required to use it? Payroll software that is cloud-based New software system that takes the place of traditional printed payrolls for all federally funded projects Subcontractors and primes have the ability to collect, verify, and manage wages Only people who were in the pilot phase now Coming up after Dec. of 2016: all active construction contractors subject to Davis-Bacon Related Acts NOT for professional services right now This presentation is for several different groups, so if this is stuff that you’ve heard, then I apologize. We’re going to outline what the new payroll software is and all other pertinent information. So let’s start with what it is…
New Payroll Requirements -- LCPtracker Time Frame How to use LCPtracker Pilot phase finished this last July and August Several projects that are using the program currently Still accepting applicants Projects that are subject to DBRA will be starting December 31, 2016 Computer availability is a must LOTS of free training available online through LCPtracker. Watch CDOT website for training which is coming.
New Payroll Specification As related to the Form FHWA 1273 Required Contract Provisions for Federal-Aid Construction Contracts, the Contractor and all subcontractors who are subject to Davis-Bacon Related Acts (DBRA) requirements shall submit all payrolls and Contractor Fringe Benefit Statements electronically via LCPtracker, utilizing the LCPtracker website.
What Does This Mean for Me? * All subcontractors will have to submit a new enrollment form to the prime contractor. * For projects that are governed by DBRA, there will be no copying of payrolls. * Payrolls are submitted online from your home or office. * You do NOT need to submit the Form 118 (top sheet of the payroll); All compliance agreements are checked off online. * Contractors will submit the fringe benefit statement once per project (this is like the 118). * Contractors can monitor all projects separately What happens to those who are NOT doing LCPtracker? ***Follow current processes.
