Cascade model of PBS programmes Each to be responsible for a “super LIG” or collaborative commissioning hub area 10 already in place Recruit 30 across NE&C Practice leaders/PBS facilitators: Will further develop the growing and established CNE Community of Practice for PBS Likely to be staff in existing posts (across NHS & social care) who are currently working at a high level in relation to PBS The practice leaders will each support PBS facilitators PBS facilitators will support front line support workers This cascade model is to transform the workforce across H&SC at scale and standardise high quality programmes that have a qualification (Level 6/7 PG cert advanced diploma in leading PBS in organisations & level 4 Cert in delivering PBS in teams – both will provide career structure for progression that is not currently available so will assist with recruitment and retention) Practice leader programmes (content currently being developed) planned to start delivery Oct 17 be completed by July 18 PBS facilitator programmes planned to start delivery Jan 18 2 PBS recruitment days are planned (Newcastle & Cumbria) September – THESE ARE REALLY IMPORTANT – THIS IS A MAJOR OFFER FOR SOCIAL CARE PROVIDERS IN PARTICULAR

Commissioned Regional PBS learning programmes Level 6/7 Level 4 Practice Leaders Post Graduate Certificate or Advanced Diploma in Leading PBS (60 credits) Principles of PBS 20 credits Applying PBS in practice 20 credits Leading PBS in organisations 20 credits PBS Facilitators Certificate in Facilitating PBS in teams (60 credits) Foundations of PBS 20 credits Supporting PBS in practice 20 credits Facilitating PBS in teams 20 credits Award of competence in PBS for support workers or family carers (40 credits) Existing programmes for PBS do not offer all the key element (based on PBS Competence Framework and forthcoming PBS Academy Standards, are too expensive, can’t be delivered at scale or provide practice based opportunities to develop competence. Needed to commission and develop our own with Northumbria University Foundations of PBS 20 credits Supporting PBS in practice 20 credits Knowledge of PBS for support workers/ CQC inspectors/ family carers or commissioners (20 credits) Foundations of PBS 20 credits

Indicative content – Practice Leaders Level 6/7 Module 1 – Principles of PBS- essay critiquing PBS as an approach The meaning and impact of learning disability and autism and the importance of values based support Understanding challenging behaviour Key elements of PBS Functional approach to understanding behaviour Process of behaviour support planning Module 2 – Applying PBS in Practice- Case study (anonymous) exploring how they undertook behaviour assessment, the findings, the behaviour support plan developed & implemented and its effectiveness Assessing and understanding behaviour Designing Behaviour Support Plans Implementing and evaluating PBS plans Module 3 – Leading PBS in Organisations- Reflective discussion of own learning relating to leading PBS in own organisation & action plan Leading others to develop PBS competence Approaches to facilitate PBS learning and assessment Factors influencing the implementation of PBS Lead initiatives to improve practice standards

Indicative content – Level 4 Module 1 – Foundations in PBS – Assessed by poster presentation on key aspects of PBS The meaning and impact of learning disability and autism and the importance of values based support Understanding challenging behaviour Key elements of PBS Functional approach to understanding behaviour Process of behaviour support planning Module 2 – Supporting PBS in Practice- Assessed by reflecting on what they learned from implementing 2 strategies from a behaviour support plan& how it affected the persons quality of life Supporting assessment of behaviour which challenges Implementation of specific strategies in individualised behaviour support plans Active support and teaching new skills Monitoring and evaluation of outcomes for people Barriers to implementation of behaviour support plans Module 3 – Facilitating PBS in teams (PBS Facilitators only)-Assessed by written discussion of what they have learned about how adults learn about PBS and how to enable this in the workplace Understand how adults learn Approaches to facilitate PBS Factors influencing the implementation of PBS

Programme of Learning Duration 1 academic year (9 months) for Practice Leaders and PBS Facilitators 3 months each module 6 months for Award of Competence at level 4 - 3 months each module

Recruitment criteria for organisations For teams of staff in adult social care services For teams who support children & young people (separate recruitment event) Commissioners have disseminated information PBS workforce development team will manage recruitment & applications with Confirm & Challenge Group

Recruitment criteria for organisations For organisations who commit to develop a sustainable whole organisation approach to PBS and can support the development of: A practice leader to undertake PG Cert/Ad Dip in Leading PBS in organisations Supporting 5 PBS facilitators (approx.) who are leading local teams to undertake Certificate in Facilitating PBS in teams programme 25 support workers & family carers (approx.) providing direct support to undertake Certificate of Competence in PBS Evaluation requires sufficient control group numbers

Recruitment criteria for organisations Access to the programmes is free BUT Organisations must be; Providing services within NE & Cumbria to adults with or at risk of challenging behaviour Evidence working towards being PBS ready (relevant policies, approaches to risk, committed to data collection & cultural change) Prepared to commit resources- staff release for learning , supervision, assessment, provision of and access to IT equipment /internet. Prepared to commit to involvement in regional evaluation of impact on staff and people they support Prepared to repay the cost of the programme for staff who do not engage/ complete (in the absence of extenuating circumstances)

Programme costs PG Cert/Ad Dip in Leading PBS in organisations £2,600 Cert in Facilitating PBS in Teams/Cert of Competence in PBS £450 Individual and organisational commitment important and should be considered when nominating staff The University/ PBS WFD group reserve the right to review applications and interview nominated participants

How will impact be evaluated? How the participants feel about the learning experience (did they like it?) Reaction How has the participants’ knowledge, confidence and competence changed (did they learn?) Learning How has the participants’ behaviour changed (have they been able to apply their learning in the real world?) Behaviour What are the outcomes for people they support? Effect on quality of life, less incidents of challenging behaviour What are the outcomes for staff? Effect on staff morale, retention? Results

Entry criteria- PBS leaders Academic PG Cert (60 credits at Level 7/Masters level) Must have evidence of level 6 (degree level) study Preferably in last 5 years Ad Dip (60 credits at Level 6/Degree level) Must have evidence of successful completion of level 5 study (diploma level) or equivalence

Entry criteria – PBS Practice Leaders Experience Minimum 2 years experience working with people with learning disabilities/ autism and challenging behaviour Appropriate position in organisation to influence PBS delivery and this is supported at senior level Commitment to completing programme of learning regular supervision with regional workforce development manager support the development of PBS Facilitators as part of their role participate in regional evaluation

Entry criteria for all level 4 Academic English & Maths GCSE at grade C or above OR Evidence of functional maths & literacy skills via pre entry check

Entry criteria for PBS facilitators Experience Minimum 1 years experience working with people with learning disabilities/ autism and challenging behaviour Appropriate position in organisation to influence PBS use in team Commitment to competing programme of learning regular supervision with practice leader support the development of support workers/ family carers as part of their role participate in regional evaluation

Entry criteria support workers Experience Must have completed induction & probationary period Must have demonstrated in that period the required values base for the provision of person centred support
