Curiosity Comparing scores for the two administrations of the WVGSA for all grades 3-11 and for the high school math pathways seemed natural. Assessment data (not accountability data) were collected and observations were made. This document started out as a couple pages with tables and graphs.

High School Transitioning from middle school mathematics to high school mathematics seems to be a difficult adjustment for WV students. Statewide the Grade 8 to 9 cohort proficiency dropped 5% from 25% to 20% proficient For the Grade 8 to 9 cohort, 43 WV districts showed a drop in proficiency The top 18 districts for 2014-2015 Grade 8 proficiency exhibited a drop in proficiency rates within the cohort when assessed in Grade 9 Pathway comparisons for Grade 8 to 9 cohort improvement Integrated Pathway – 24% of districts (10 of 41 districts) reporting following the integrated pathway in 2015-2016 showed an improvement in proficiency for the cohort Traditional Pathway – 7% of districts (1 of 14 districts) reporting following the traditional pathway in 2015-2016 showed an improvement in proficiency for the cohort

High School WVGSA, NAEP and ACT While WVGSA scores are disconcerting, progress has been made; the percent of WV students scoring at or above proficiency on the WVGSA has increased. Progress toward proficiency has also been shown on NAEP and ACT. WV average increase of high school students proficient on the WVGSA was 2.33% Most districts showed improvement on the WVGSA at each grade level The gap between the percentages of students nationally and in WV scoring at or above proficiency on NAEP narrowed; 12.08% difference in 2009 and 10.79% difference in 2013 The gap between the percentages of students nationally and in WV meeting the ACT college- and career-readiness benchmark narrowed; 14% difference in 2012 and 10% difference in 2016 B. Score Comparisons 2016 WVGSA - 21% of Grade 11 students were proficient 2013 NAEP - 13.77% of WV Grade 12 students scored at or above proficiency as defined by NAEP (most recent data available) 2016 ACT – 31% of WV students in the graduating class of 2016 met the ACT college- and career-readiness benchmark (not all students chose to participate in this assessment)

Considerations How are we recognizing student achievement and/or growth? How has my district/school used available interim and diagnostic assessments and related assessment data to identify student strengths, weaknesses, or needs? How can we better use assessment data? Do educators in my district/school understand evidence-based assessment? Do educators in my district/school understand the formative assessment process? Do my principals/teachers know of resources available to them? Do they know how to use those resources? How does my district promote students’ development of a deep understanding of mathematical concepts, beyond the repetition of procedures, thus enabling students to apply these concepts contextually? Do educators in my district/school have ample time to share best practices? How do we share vertically and horizontally? Is there open communication in my district/school? Are administrators aware of teacher needs and concerns? Are teachers aware of policies and supports available? What are my district’s professional development needs concerning assessment and assessment literacy? What are my school’s professional development needs concerning assessment and assessment literacy?

Allowable Educator Portal Actions Before, During, and After Testing While the functionality in Educator Portal remains available, DLM staff strongly recommends against making any changes in data after your state’s Spring Assessment window closes. Changes in data after the Spring Assessment window closes impacts your state’s data files and reports.

District Readiness Task 1- Conduct a data audit of the district (completed in this order). State enrollment file verified and correct. User records verified and all correct for the 2017 test administration. Student enrollment verified and all correct for the 2017 test administration. Rosters are verified and correct for 2017 test administration. Task 2- All test administrators have been trained. DLM required training for all test administrators is completed. All test administrators have signed security agreements in Educator Portal. Policy 2340 training has been completed and form Appendix F signed by each test administrator and signed an Appendix I documenting the signature and training date. Task 3- Verify each student assigned has a completed FCS & AP Verify First Contact Surveys are complete for all enrolled students. Verify Access Profiles verified are complete for all enrolled students.

Accessibility Supports DLM offers a variety of accessibility supports during assessment. These supports are delivered through the KITE system and are determined by responses to the First Contact and Access Profile (AP) survey. Troubleshooting solutions in selecting supports can be found in the Accessibility Manual. P14-Human read aloud
