3. Current Status of NP Development in Vietnam NPP Development Program of Vietnam Sites for 2 first NPPs Vinh Hai Phuoc Dinh Capacity: 2 x 1000 MW Counterpart: Japan Technology: AP1000/ATMEA1 It is proposed that the NPP will be in 2 sites: Vinh Hai and Phuoc Dinh, Ninh Thuan Province. The first nuclear power plant will consist of 2 units of 1000 MW each and is expected to be constructed in 2014 and in operation by 2020 while the second NPP with a capacity of 2000 MW, also 2 units will be decided later. Capacity: 2 x 1000 MW Counterpart: ROSATOM (Russia) Technology: VVER Investor: Vietnam Electricity (EVN)

Cooperation Projects in T&T 2014-2015 European Commission projects Bilateral -VN-RA-01 ”Technical assistance for improving the legal framework for nuclear safety and strengthening the capabilities of VARANS and its TSO” (5/2012 – 5/2015): 26 workshops and training courses were held for 80 staff of VARANS in Hanoi; 22 staff were trained in EU countries from 1-5 weeks; - VN-RA-02 “Enhancing the capacity and effectiveness of the VARANS and its TSO: Kick-off and Inception Meeting will be held in Hanoi, 20-23 June 2016 International: Training and Tutoring 2014: 41 staff were trained, in which 1 staff was trained in 3 courses; 3 staff were trained in 2 courses; 2015: 17 staff were trained, in which 1 staff was trained in 4 courses; 2 staff attended 3 courses and 2 staff attended 2 courses;

Cooperation Projects in T&T 2014-2015 IAEA projects Bilateral -VIE/9/015 (2014-2015): 1 SV for 7 people to learn experience of Turkey and Belarus in implementing NPP projects; 1 fellowship to study in Germany in 3 months; 2 fellowships to study in Russia and Czech Republic in 2 months in nuclear safety; - VIE/9/017 “Strengthening the safety infrastructure for the first NPP of Vietnam in the construction phase”: 2016-2017. Other projects: RAS projects, ANSN, Pilot Program Other bilateral projects - Japan (NRA), Russia (Rostechnadzor), USA (NRC, DOE, DOD), Korea (KINS, KAERI), UK (ONR) etc.

Future Needs in the present Training and Tutoring Catalogue - VARANS wishes to participate in all the training and tutoring courses on the Catalogue; - VARANS gives high priority in training and tutoring courses for NPPs including nuclear safety and security, emergency response, oversight and inspection, waste management ect. - VARANS expects to have more opportunities for attending tutoring courses. Lessons Learned: Good Practices T&T program is an excellent initiative of EC helping regulators of embarking countries in NPP and their TSOs in strengthening their capability and effectiveness; All the training and tutoring course are very relevant and well designed to meet the needs of the regulatory bodies and its TSO; List of available training and tutoring courses are published on websites and informed in advance to partipating countries;

Lessons Learned: Good Practices (cont.) Training and tutoring courses are organized and managed very well by ENSTTI and ITER; Participants in tutoring courses are able to give training to other staff at home after completing the courses; Organization of the coordination meetings provides very good chances for overview of the regulators’s training and tutoring programs and to discuss directly with EC regarding their needs and training plan.

Lessons Learned: What could be improved? Organization: + Send the list of eligible courses in advance, preferablely 1 year in advance; + Send invitation letters for approved trainnees 2-4 weeks in advance for visa applications; Evaluation and Quality Control: + Providing tests for trainees at the end of the courses to evaluate their understanding and performance; + Test results should be informed to the nominating organization.

Final Remarks/ Conclusion Nuclear safety training and tutoring program is extremely valuable and helpful for Vietnam regulatory body and its TSOs in enhancing its capability and effectiveness; The training and tutoring courses within the program are very well designed and meet the needs of the regulator and its TSOs; We are very grateful and thankful to EU for initiating the training and tutoring program and financing the participation of VARANS in the program; The program is expected to be continued in many coming years;

Final Remarks/ Conclusion In addition to the training and tutoring courses, education in nuclear engineering, nuclear safety and security (Master and PhD degrees) are also very demanding for the regulator and its TSO.
