BACKGROUND: PROMOTION OF DATA SHARING Granular data exchange Helps to have a more precise and complete vision to monitor the economy Provides an opportunity to improve aggregated statistics Helps to identify and solve inconsistencies among data collected by different players Granular data is detailed data, or the lowest level that data can be in a target set. As the data becomes more subdivided and specific, it is also considered more granular. The advantage of granular data is that it can be molded in any way that the data scientist or analyst requires, just like granules of sand that conform to their container. Granular data can be aggregated and disaggregated to meet the needs of different situations.

BACKGROUND: G-20 RECOMMENDATION Recommendation II.20 of the Data Gap Initiative: Promotion of Data Sharing The Inter-Agency Group on Economic and Financial Statistics (IAG) and G-20 economies to promote and encourage the exchange of data and metadata among and within G-20 economies, and with international agencies, to improve the quality (e.g., consistency) of data, and availability for policy use. The G-20 economies are also encouraged to increase the sharing and accessibility of granular data, if needed by revisiting existing confidentiality constraints. The G20 Data Gaps initiative is a set of 20 recommendations on the enhancement of economics and financial statistics. Its objective is to improve the availability and comparability of economic and financial data, as the turmoil that hit the markets - when the financial crisis broke out in 2007-2008 - highlighted the need of broader datasets for policy makers and supervisors to better assess the evolution of the economy, as well as the intervention required. Recommendation #20 of the Data Gap Initiative (second face of the DGI) is to promote data sharing, granular data and identifying ways to overcome existing barriers as well as to strengthen the linkages and consistencies between datasets.

PRODUCTION OF MACROECONOMIC STATISTICS Macroeconomic Data Production Requires inputs from multiple agencies DGI-2 Objective To implement the regular collection and dissemination of comparable, timely, integrated, high quality and standardized statistics for policy use INEGI In line with DGI-2 and other international groups, INEGI works domestically to achieve this goals The highlights of the DGI-2 on Recommendation#20 Promotion of data exchange, are 7 recommendations to be adopted by national authorities and international organizations to improve the exchange and accessibility of granular data: Promote the use of common statistical identifiers Promote the exchange of experiences on statistical work with granular data and improve transparency. Balance confidentiality and user needs. Linking different datasets. Provide data at international level. Examination of the means to improve granular data exchange. Collect data only once.

Numerical consistency HARMONIZATION OF SNA Concepts Definitions Basic classification Numerical consistency Exceptions The SNA provides a conceptual and accounting framework for the coordination of economic statistics The harmonization of the SNA and the related statistics boosts the analytical use of all of them A coordinated work between the main actors: the NSO’s and Central Banks is crucial In Mexico, INEGI has been working with other institutions to standardize methodologies in the framework of National Accounts, which are taken as a statistical source for the design of measurements in terms of stocks of financial assets.  

WHAT HAS BEEN DONE WITH BANXICO? The work with BANXICO began in May 2015, with the objective of standardize the SNA’s information of the SDMX tables presented to international organizations INEGI Financial Assets and Liabilities Balance Sheets (stocks) Financial Account by Sector (transactions) BANXICO As part of its interinstitutional work INEGI has worked with Banxico on the adoption of the Balance of Payments Manual, already harmonized with the SNA2008, to improve the statistics used for national accounts. The work has been done also with the CNSF and CONSAR in the homologation of statistics, in order to have harmonized methodologies that comply with international requirements, such as tables SDMX, Tables 7II and 7HH.

WHAT HAS BEEN DONE WITH BANXICO? Objectives Agreements Adopt the Balance of Payments Manual, version 6 (MBP6), that is already harmonized with the SNA2008, to improve national accounts statistics. Standardize BANXICO's monetary statistics and institutional sector balance sheets to fulfill requirements of international organizations such as the IMF and the OECD Establishment of information exchange agreements regarding the coverage, version and sectorization of the information Conceptual and methodological standardization of the statistics required to generate indicators on the SNA With the Ministry of Finance, the works have been towards promoting among public institutions the adoption of guidelines established in the Government Accountancy, looking forward to align statistics according to the classifier issued by the National Council of Accounting Harmonization. Nowadays, paperwork is been done before CNH and CRE, to generate an interinstitutional agreement as information supplier on all activities of the energy sector, with the aim of having a single window for the generation of various statistics in INEGI.

FINAL REMARKS Mexico has been very active in the interinstitutional information exchange both domestic and internationally looking forward to generate and disseminate granular statistics comparable at international level The follow up to these initiatives and its results indicate the next steps to move forward in the data exchange field Mexico, through INEGI, ratifies its commitment to the international statistical community to ensure that official statistical information is up to the society's demands
