Drug Testing Procedures in Motorsports: IndyCar

History Rules dating back to inception of the League 1996 under USAC Sanctioning: The use of illegal substances or the use of alcoholic beverages during an Event by a Member is strictly prohibited. 2005: IRL reserves the right to conduct random, undeclared testing for drugs and other substances at its discretion, and the Member agrees to submit to such testing if requested. Based upon Recommendations of Dr. Henry Bock, MD, FACEP: The IRL would conduct drug testing for reasonable suspicion, (targeted testing) but would not have random screening of drivers nor a pre-licensing screening of competitors or officials.

2006: IRL Medical agreed to begin random testing of drivers 2006: IRL Medical agreed to begin random testing of drivers. Drivers to be tested were selected by the League and testing was performed by IRL Medical using commercial point of care testing kits and conducted by the IRL Nurses.

History 2007 Changed to saliva specimens and added pre- licensing testing of all drivers.

History 2008 Formal Policy

History 2008: Formal Policy Procedure if testing is positive Defined prohibited acts and substances(drugs of abuse) Testing (Targeted, Annual, Random) Procedure if testing is positive Signed Authorization and Receipt Limited Agreement with Professional Drug Testing Organization

History 2009 Entered into a comprehensive agreement with a ProfessionalDrug Testing Organization.

History 2009 Entered into a comprehensive agreement with a Professional Drug Testing Organization. All random and scheduled testing to be conducted through this organization IndyCar nurses would still collect unscheduled specimens for licensing and send them by FedEX to the Professional Testing Organization Program expanded to include all Hard Card Holders. IRL Medical remained the MRO

History 2010 Switched back to urine testing Professional Testing Organization would collect and test all specimens. Banned substances included all schedule 1 drugs Schedule 2 Stimulants, Narcotics and Opioid Analgesics, Benzodiazepines, and Barbiturates MRO responsibilities assumed by Professional Testing Organization.

History 2011 and 2012: IndyCar Medical remained involved in program oversight and lobbied to keep list of prohibited substances to the drugs of abuse panel which included all Schedule 1 drugs in addition to Stimulants, Narcotics and Opioid Analgesic, Benzodiazepines, and Barbiturates. 2012 IndyCar Medical argued that this program was not really a medical program, but rather an administrative program, designed to protect the integrity of the league as a drug free organization. Impairment is not determined by results of testing received 1-2 days after the event.

History 2013: Program direction and oversight made up of panel that includes IndyCar Officials and members of of the Professional Drug Testing Organization . Sales tactics include activities that have long been banned for the pharmaceutical companies such as Company Sponsored Dinners at a Steak House with fine wine and cocktails.

: List of Prohibited Substances in addition to the drugs of abuse expanded to include: Ephedrine Class drugs including pseudoephedrine, All beta blockers, Sleep aids such as Ambien, Muscle relaxants, e.g., SOMA Synthetic cannabinoids and cathinones e.g Spice, K-2, K-4, bath salts, etc. Performance Enhancing Drugs (PEDs) i.e. , Anabolic Androgenic Steroids.

Individuals Required to have screening prior to participation IndyCar Officials: Medical, Technical Inspection/Pit Techs, Track Safety, Pace Car, Race Control, Fuel Service, Spotters Competitors

COMPETITOR DOES NOT INCLUDE: o Team Owners o Guests o Sponsors o Sales, Marketing, Public Relations and Media Representatives o Manufacturers and Suppliers (Engine, tire, chassis, etc.) o Promoters

2015 Tenative: Testing to be expanded to include in addition to 2014 List: Add More Performance Enhancing Drugs (PED) to include Growth Factors and Hormones Add other non-PEDs to prohibited substance list Publish all Policy Rule violations by competitors Review Policy and make changes to keep Policy State of the Art
