AIM TRAINING MANUAL

INTRODUCTION The transition from AIS to AIM will introduce new requirements on training for AIM personnel. It will be necessary to define the human resource activities necessary to realize the future AIM. This will involve identification of the basic future personnel skills required, mechanisms for validating competency, and the development of supporting guidance and training material. A new AIM Training Manual is one of the expected outputs of the AIS-AIMSG (AN- WP/8309):

discussion The objective is to develop a new Part E3 of Doc 7192, Training Manual taking into account the existing training requirements for AIS personnel as well as the future training requirements implied by the transition to AIM. The development of this new Part E3 of Doc 7192 will be compliant with the Procedures for Air Navigation Services — Training (PANS- TRG, Doc 9868). Chapter 1, Definitions and Chapter 2, General provisions for competency-based training and assessment. Taking these directions into account, the following documents developed by EUROCONTROL have been considered by the Secretariat as possible starting point for the development of the new AIM training manual: a) Common AIS Staff Profiling (CASP), Edition 1.0, 18/8/2004; b) AIS Training Development Guidelines, Edition 1.0, 2/10/2007. On the assumption that copyright agreement may be established, these documents are considered by the Secretariat to form a good basis for the development of the new AIM training manual. The CASP document provides a framework and guidance to organizations for introducing staff training and assessment methods based on a competency model. The model is explained, a generic implementation plan is proposed and a list of AIS functions and related competencies is provided. The AIS Training Development Guidelines provides guidelines to assist in the development of training programmes to meet the operational requirements of the aeronautical information services. Guidelines are provided in two parts. The first part is a general, basic foundation course on all domains of aviation of relevance for all AIS jobs (primarily knowledge based). The second part of the document follows the AIS functions proposed in CASP. It is proposed to merge the content of these two documents to produce an AIM training manual similar to the other ICAO training manuals which are also based on a competency model and compliant with the PANS-TRG definitions and general provisions. The merging process of the AIS and ARO functions listed in CASP with the competencies listed in the AIS Training Guidelines may be complemented by the identification of potential new functions and competencies that are envisaged by the group in the transition to AIM. The merging process will not be a simple copy/paste task. The alignment with the PANS-TRG presentation and other ICAO training manuals will require also the creation of new elements in the lists. The Secretariat will provide a template Excel file for the merging. In order to do that, the Secretariat is proposing the following initial decomposition of tasks as a start for a development plan for the AIM training manual: 1) Identify terminology differences with PANS-TRG (Doc 9868); 2) Produce a Competency Unit/Competency Elements List based on an Excel file provided by the Secretariat; 3) List of AIM Functions and Competencies to be added. Taking this information into account, the group may wish to formulate the following action agreed:
