Eligibility: 30 Hours from term after 3rd birthday until Reception All parents (whether two-parent family or lone parent) are working and earning the equivalent of 16 hours a week at the National Minimum or Living Wage (includes income received from tax credits or Universal Credit) and/or: One/ both parent/s is away on leave (parental, maternal etc.) One/ both parent/s is on Statutory sick pay
Eligibility: Parents on zero-hours contracts will be eligible, as are those who are registered as self-employed One parent is employed and the other parent has either: substantial caring responsibilities/ and or disability; is a foster carer with their own three-and four-year-old children Parents who are in training will not be eligible as they can receive other Government support There is an income cap. If one parent’s income exceeds £100k the household will not be eligible
Sufficiency The Childcare Act 2006/16 places a duty on all Local Authorities to identify demand and supply of sufficient childcare places. Sufficiency The government have estimated that Liverpool will have around 3,000approx eligible children entitled to the additional 15 hours. Liverpool estimate that 70% of 3&4 year olds will be eligible for a place in Sept 2017 and if 90% take up of places then there will be an overall deficit of 549 places across the city. Families already using Childcare paid places will turn to funded places.

Flexibility Early Education and Childcare Guidance March16. ‘Children are able to take up their full entitlement to a funded place at times that best support their learning, and at times which fit with the needs of parents to enable them to work or increase their hours of work if they wish to do so.’ Early Education and Childcare Guidance March16.
Flexibility Extend the hours over which the funded hours can be delivered to between 6am and 8pm Limit the delivery to two sites that children can access their free entitlement Remove the minimum session length but will retain the maximum length to 10 hours Statutory guidance will be amended to clarify that the EFE must be provided over no fewer than 38 weeks and that Local Authorities will work with childcare providers to enable, as far as possible, parents to stretch their free childcare over the full year if they wish to do so.
Capacity Using spare nursery capacity and vacancies to offer additional 15 hours for some children. Remodeling of existing space. Identify unused space that can be adapted. Delivering additional places off-site in community/local facilities nearby. Extending the day beyond traditional hours e.g. beyond 9am – 3.30pm.
Partnership Working • Commissioning a private provider to deliver the additional hours from space on the school site. • Work in partnership with local providers who can provide the additional flexibility and additional hours above the core hours and 15 hours your school already deliver Childminders, Breakfast, After school and Holiday clubs Support from Local Authority to broker partnerships

Business planning Financial Planning Understand financial implication to the school budget is the EFE sustainable. Understand how much it cost to deliver extended offer – cost analysis tool Sustainability - Staffing, Occupancy, Ratio, Capacity, Refurbishment etc. If parents don’t take full entitlement the school will only be paid for the hours taken example; If a family only take’s up 20 hours of entitlement then the school will only receive payment for those hours.

Feedback from Early Implementers There are 8 Early Implementer … Wigan ,Staffordshire, Swindon, Portsmouth, Northumberland, York and Newsham Supported by 24 Early Innovators across the country developing innovative approaches to address key delivery issues on SEND; flexibility; quality; sufficiency and work incentives York-Roll out to all eligible children, there has been a 83% take up and 86% of providers delivering the extra offer within first 6 months. Funding set at £4.00 for full 30 hour offer
Feedback from Early Implementers Additional services can be charged i.e. lunch, sun cream, forest school and transport etc.. Positive response taking up the offer as they are saving substantially on their childcare cost. There will be a findings event in May next year for Early Implementers, with numerous events in June with non-EI LAs and a formal evaluation report published in July 2017.

EYFS Framework: will remain at the centre of Early Years education to ensure quality learning, development and well being for our children.
Consistency in quality What do we need to be thinking about? Parents: What do the parents in your community need? Children: What are the needs of children and how can we meet them? School: How can maintain your ethos in Early Years with any changes you may make?
Transitions How can you settle children in to your setting? Is there a shared key person role? How do you communicate? Is there a shared offer of childcare? How do you communicate? Is the same member of staff handing over to parents at the beginning and the end of the session? How is key information shared? Are children kept safe at key transition points?
Teaching, learning and assessment Do all children attend for the same hours or are the offers different? How can ensure that the children’s next steps are planned for? How can you ensure that the curriculum is covered for all children? What if there is a mixture of 30 hour and 15 hour children – are things repeated? Can we use this opportunity to offer more outdoor physical activity?
Assessment Is there a regular supervision / pupil progress meeting in place for every key person? How will you share assessment information if there is a shared offer of childcare? How do both providers keep parents up to date with information about their child’s learning?
Relationships How can you maintain strong relationships with all practitioners who work with the children? How can you start to build relationships with local settings and child minders now, in preparation for the 30 hour offer? How do you share your Early Years ethos with each other? Can you learn together and from each other to meet the needs of children? Clear induction process and CPD needs of new staff recognised.
Admissions New Admissions – Need to consider the offer -15 hours or 30 hours from September 2017 Confirm whether children will be sharing their entitlement with another provider Shared entitlement – arrangements for smooth transfer between provisions and information sharing Ensure parents/carers understand their claim cannot exceed the maximum hours available
Admissions Funding will be payable from the term after a child’s 3rd birthday and is only payable for the hours the child attends Admissions Form should include details of any other provision the child is attending and whether the funding is to be shared across the 2 sites Parents should confirm the number of hours they will be claiming each term at each site
