ASTERICS Policy forum AGA – 20 Jun. 2017 D. Mourard

Definition of the policy forum WP1’s Policy Forum will coordinate and agree new models for joint time allocation, observing and data access/sharing. Within the policy forum, the ESFRI facilities, together with other major astronomy research infrastructures, will study how to harmonise joint and efficient scheduling, operation and interoperability of the various multi-wavelength and multi-messenger telescopes. The forum convenes dialogues aimed at producing actionable outcomes in key policy areas, such as: interoperability, commensal observations, and data access.

Four key topics Joint time allocation A common policy, including practical aspects like software tools, database…, for requesting joint time at current and future ESFRI observatories Observing strategies for multi-messenger campaign The policy forum will define new models for coordinating observing campaigns that take advantage of the new multi-messenger approach envisioned by the ASTERICS collaboration Data access and sharing Common policies are needed to harmonize the distribution of data from different facilities and to enable sharing information across the typical disciplinary boundaries. General policies of common interest ASTERICS wants to establish a single collaborative cluster of next generation ESFRI telescopes in the area of astronomy, astrophysics and astroparticle physics. And four ESFRI RI CTA – ELT – KM3NET – SKA Study of some MW/MM science cases by the RI with a specific insight on the Policy Forum needs Share of the idea in the first Policy FORUM (end of 2017, beginning of 2018), together with an extended list of European Data Providers (including space missions) The PF committee will then analyze the findings and propose, together with the 4 RI, some guidelines for future policies regarding MW/MM coordination. Proposition of science cases FROM CTA: Jim HINTON, Rene ONG science case for MWL/joint time allocation of AGNs, between, e.g. CTA, SKA and other observatories science case for MM campaigns between CTA and other facilities - in particular, follow up of GW events, neutrino telescope triggers, etc. science case for the Galactic Center transients:  given the unexplored <100 GeV short transient space, one could expect a lot of new phenomena, which will require MWL (simultaneously if possible) observation Sera Merkoff & Emma de Ona Wilhelmi FROM ELT: Michele CIARUSOLO First galaxies and epoch of reionisation: Paolo Padovani High-energy astrophysics in our Galaxy and AGNs: Giuseppe Bono Characterisation of exoplanets: Michele Ciarusolo (TBC) FROM KM3NET: Mauro TAIUTI Galactic transients: x-ray or gamma-ray binaries can be promising sources of high-energy neutrinos. Extra-galactic transients: gamma-ray bursts offer also nice opportunities to detect a signal of high-energy neutrinos. Jun-Sep: preparation of second Policy FORUM, interactions with ASTERICS-WP and the RI Dec 18: second PF Mar-Apr 19: final recommendations.
