2016 Traffic Records Forum Baltimore MD Esther Strawder Office of Safety August 8, 2016 Good morning thanks for joining us today and Welcome to Baltimore
Roadway Safety Data Program Technical Assistance Roadway Data Improvement Program Roadway Data Extraction Technical Assistance Program Safety Data & Analysis Technical Assistance Program Our goal is to be able to meet any kind of safety data & analysis-related technical assistance request. In addition to the Technical Assistance available through the Resource Center and Safety R&D’s STAC, the RSDP has several technical assistance programs The first 2 programs (RDIP and RDETAP) address specific issues; the third covers everything else.
Roadway Data Improvement Program (RDIP) Based on the Crash Data Improvement Program Model Assist States to improve the collection & management of roadway/traffic data elements What data are collected and how? How are the data used and by whom? What data management policies, practices and procedures does the State have in place? Are the roadway/traffic data able to be integrated with other data (e.g. crash, citation, vehicle)? What is the quality of the roadway/traffic data? RDIP would be particularly good for States reviewing their data programs and/or planning/implementing improvements to and/or reorganization of their data programs. In this program, a team of technical experts spends several days in the State reviewing data programs, sharing insights from other States, and offering recommendations.
RDIP Program What does the RDIP consist of? How is the RDIP conducted? Guide Workshop Technology Transfer Session Report with recommendations How is the RDIP conducted? A technical assistance team (TAT) of subject matter experts reviews relevant materials prior to State visit Meet with key administrators, managers, technicians on-site Assess State practices and procedures for roadway/traffic data Develop report to convey findings and recommendations for improvements
Roadway Data Extraction Technical Assistance Program (RDETAP) Deliver technical assistance to state and local agencies on methods of extracting roadway data from existing resources (video logs, Google Earth, Bing) RDETAP to deliver accurate and consistent roadway data for use in analytic models Serve as an exchange medium for data between state and local agencies RDETAP is currently in pilot testing Tech Assistance available in 2017 RDETAP’s a more detailed program
Safety Data & Analysis Technical Assistance Program Open to all states and local agencies or their representatives Matched with subject matter experts Range of services available: One-on-one consultations Peer exchanges on-site or web based Technical workshops http://safety.fhwa.dot.gov/rsdp Start with RSPCB P2P

Technical Assistance States We have helped 16 states with our data program
Technical Assistance Examples Connecticut’s Safety Data and Analysis Peer Exchange - Highlighted CT Crash repository Crash and Roadway Data Action plans developed Follow-up and other technical assistance opportunities CT hosted with all of the northeast states in attendance as well as NY, TN, FL, LA, and MI. Resulting in action plans
Technical Assistance Examples Missouri’s Roadway Data Improvement Program piloted in 2014 Helped MODOT see opportunities to collect and use local roadway data RDIP revised as result of MODOTs input
Technical Assistance Examples Washington Roadway Data Extraction Technical Assistance developed intersection inventory
