Progress Report on Research Project #5 ICT-based 21st Century Curriculum for Science and Mathematics (Inter-center Collaboration Initiative SEAMOLEC, SEAQIS, SEAQIM)
Rationale Uneven science and mathematics education achievement among member countries Characteristics of Inquiry Based Education enable to promote a curriculum that truly addresses the realities and requirements of the 21st Century The need to create the learning kits that accommodate the context and condition Asean countries whilst maintaining its diversity Conceptualise the SEA Education Agenda 2015-2035 and Asean Integration
Objectives To promote strategic change in education through blended learning activities To provide adequate teachers’ CPD with reliable blended learning resources To incorporate new skills that enhance digital competencies among students whilst prepare them with the 21st century employable skills Develop ODL and OER that accommodate the needs of SEAMEO member countries

The Methods Divide the research into 3 phase : 1. Base line study 2. Intervention study 3. Validation study Conducting Regional Wide Assessment to observe the effectiveness of the model, level of readiness (system, infrastructure, organisation) of member countries, consistency support and commitment of parties involved Field examination and piloting Time frame : four years since 2015
IMPLEMENTATION
Baseline Study
Objectives Mapping student learning skill in Mathematics and Science and readiness for adopting 21st Century Skills Identify Teacher Training needs Feedback from education stakeholders

The Instruments Student test kit 20 questions for duration 60 minutes HOTS and SEA common curriculum based Pedagogic proportion for year 5 :C1 (5%) ; C2 (35%); C3 (10%), C4 (25%) ; C5(25%) ; Pedagogic proportion for year 8 and 10 : C1(20%) ; C2(15%); C3(40%); C4 (15%); C5(10%) 2. Monitoring and evaluation Questioners for students, teachers, education personels Infrastructure and documentation items
Initial findings : Overall the data showed that there was an irregular trend among SEAMEO member countries in regard to students readiness in adopting 21st century curriculum In general 8 grade students had a better readiness both in science and mathematics subjects than grade 5 students For certain stages, the students less readiness in learning Mathematics as compare to Science
Student Readiness in Science and Mathematics (Grade 5)
Student Readiness in Science and Mathematics (Grade 8)
Student Readiness in Science and Mathematics Grade 10 High School)
Student Readiness in Science and Mathematics (Grade 10 Vocational)
Technical Matters The quality of translation materials into local language might influence the results Unclear login instruction to students reduced the time for working on the test Not all students worked on 2 subjects as requested The internet signal had interfere the test , made student lost during the test The pen and paper methods that implemented during diagnostic test has enabled country with no internet access to participate
Challenges Consistent support and commitment from MoE participated countries Reliable IT infrastructure in schools Material translation and clear instructions Development of appropriate model that applicable to the SEAMEO member countries Funding Sources
