Meet the Dean Dean Downing A. Thomas Downing A. Thomas Associate Provost and Dean of International Programs He is associate provost for academic affairs and dean of International Programs and a professor in the UI's French and Italian Department in the College of Liberal Arts and Sciences.

International Programs International Programs (IP) functions as a catalyst for internationalization and a hub for international activities at the University of Iowa IP provides support for internationally- oriented teaching, research, creative work and community engagement.
