PCB Containing Materials PCB < 50 parts per million (ppm) Various paints on doors, walls, and ceiling in Auditorium Caulking around doors in Auditorium and music rooms Fire stop caulk above ceiling in music practice room Tan paint on concrete wall in corridor behind stage and mezzanine stairwell Auditorium seat cushions PCB > 50 ppm Black paint on concrete block wall along back of stage Gray paint on floors in Auditorium, mezzanine/stairwell, ceramics room, and boiler room Tan paint on a portion of metal duct (25 SF) in Auditorium mechanical room

Abatement 2015 Summary Scope of Work Project Work Performed by: Contractor: Standard Demolition Services Project Monitor: Tighe & Bond Scope of Work Removal of PCB containing materials from Auditorium, mezzanine/stairwell, and mechanical room. Removal of paint from ceramics room floor and encapsulation of remaining concrete. Confirmatory sampling (dust wipes, air samples, and bulk samples of remaining substrates)

Abatement 2016 Summary Scope of Work Project Work Performed June through August by: Contractor: Niram Project Monitor: Tighe & Bond Scope of Work Removal of PCB containing materials from mezzanine/stairwell, wall behind stage, and corridor Removal of “assumed” PCB containing materials in areas associated with Renovation/Addition. Encapsulation of remaining concrete surfaces (Auditorium, mezzanine stairwell, mechanical room, corridor, and stage. Confirmatory sampling (dust wipes, air samples, and encapsulation wipes)

Encapsulation PCBs have leached from source paint materials into underlying concrete floors and walls. Removal of concrete substrate materials was conducted via scarification to depths feasible without damaging integrity of walls and floors (1/8” to 1/2“). However, the cleanup standard of < 1 ppm PCBs could not be achieved. Concentrations of PCBs remaining are as follows: Auditorium floor = 1.0 to 15 ppm with one sample at 59 ppm Ceramics room floor = 1.3 to 8.7 ppm with one sample at 20 ppm Stage wall = 2.4 to 6.9 ppm Auditorium mechanical room wall = 1.9 to 4.5 ppm with one sample at 17 ppm Mezzanine/stairwell floor = 10 to 72 ppm with one sample at 130 ppm Mezzanine/stairwell walls = 3.3 to 15 ppm Corridor wall = ND to 2.7 ppm These areas have been encapsulated with Sika 62 Epoxy Sealant in accordance with the EPA and DEEP Approved Plan

Abatement 2016 Confirmatory Sampling Results for PCBs 22 dust wipe samples from containments and encapsulated surfaces. Needed to achieve < 0.5 ug/cm2 for clearance. All samples were “non-detect”. 33 bulk substrate samples from floors and walls where PCB containing materials were removed. Needed to achieve < 1 ppm clean up standard. Areas where 1 ppm could not be achieved – encapsulation was completed. 11 air samples collected. Needed to achieve < 300 ng/m3 for re-occupancy. Highest result was 22 ng/m3 in East Wing of Auditorium Asbestos Abatement During renovation activities asbestos containing materials were encountered and removed under full containment in accordance with DPH regulations. Air Clearance sampling was completed for each area. Tar over stage concrete slab (removed) Exterior tar (waterproofing) on foundation at stairwell (to be removed) Flashing Paper in wall cavity of west wing stair in Auditorium (removed)

Fall 2016 – 2017 Abatement Plan Removal of gray paint from boiler room floor and walls with encapsulation of substrates (if necessary). Also cleaning of boiler room floor drains and sump. Removal of fire stop caulk and door caulk in music rooms Management of all painted surfaces and caulking compounds to be impacted by renovations as PCB containing materials (removal under full containment) Abatement of Asbestos containing waterproofing (exterior) Confirmatory wipe sampling, bulk sampling of remaining concrete, and air sampling for re-occupancy Continued Public Outreach Deed Notice and Annual O&M for encapsulated areas
