Health Management Information System (HMIS) ... A beginning towards Integration

Genesis Resources utilized towards data compilation rather than Intelligent analysis in the health sector Statutory Reports / Parliament Questions / RTI manually prepared Lack of real-time Monitoring and Evaluation of various projects and programs of the Ministry What we need…. Decision Support System for Policy Making Informed and Improved decision making Timely Interventions / Course Corrections

Journey in the last 2 years ... (1) MIS Formats Wide discussions with all stakeholders Key aspects of NRHM/RCH-II Sent to States in August, 2006 Key Health indicators integrated in November, 2006 Flow of Data from States Paper form – some through e-mail Formats changed by states Delayed Only 25 States reported data on new form

Journey in the last 2 years ... (2) Capacity Building on M&E M&E Training included in IDHAP Trainings – Oct 2006 to April, 2007 National Workshop on M&E and FM in May, 2007 3 Regional Workshops in July-December, 2007 World Bank Study on Data Utilisation – June, 2008 Multi-Dimensional Workshop on M&E – June, 2008 HMIS, QA, AHS, Concurrent Evaluation, Triangulation Clearing House on Information Rationalisation of Formats Detailed discussions with Programme Divisions Several Iterations Final Formats sent to States in September, 2008

Journey in the last 2 years ... (3) Information Technology interventions Software vendor selected through tendering process Data Warehousing Solution to be implemented Web-based application developed in April, 2008 Launch delayed due to rationalisation of formats Data Centre: Blade Servers procured and installed at NIC, Delhi Disaster Recovery: Servers installed at NIC, Hyderabad Dedicated Web-site for HMIS http://nrhm-mis.nic.in All State Prl Secy (HFW) and MD (NRHM) given dedicated e-mails

Key Features of HMIS project Web-based Data capturing system Entry at District level to begin with Includes District Level FMRs Facility based performance to be entered Automatic aggregation Key indicators to be generated for local level use Intelligent analysis for use at all levels Standard and Custom Reports National, State and District Fact Sheets Integration of health related information across programmes

Reports / Analysis Summary:: SAS Performance Management takes industry specific approaches supported by domain expertise and cross-functional intelligence solutions, all on one platform – SAS -- that enables organizations to measure, analyze, and improve performance. It is a continuous, enterprise-wide process, not a one-time analysis or event.. Let’s look specifically at this metric for customer profitability.

Reports / Analysis Notes outlining example: SAS Performance Management takes industry specific approaches supported by domain expertise and cross-functional intelligence solutions, all on one platform – SAS9 -- that enables your organization measure, analyze, and improve performance The first KPI we are looking at is Customer Profitability in banking -- Let’s see how the retail banking industry uses SAS Performance Management to drive customer profitability. Business Questions (Retail Banking Specific) Who are the most profitable customers and what do they have in common? What do they own in terms of product mix? What channels do they use most? The answers to these questions hold the key to the success of future effective cross-sell programs for deepening customer relationships that will drive up customer profitability. Technology Challenges (Retail Banking Specific) Knowing the economics of customer relationships in banking requires profitability details at the account level. However, the data volumes involved can be too large for traditional costing and profitability software to handle. Understanding customer profitability involves multiple pieces of technologies and processes seamlessly working together. However, most banks have been forced to cobble together different systems from different vendors. (Danger is that you are only as strong as the weakest link) So what’s behind SAS Performance Management in this example? SAS Data Integration provides the direct access to Oracle database and then feeds the cleaned customer transaction history to determine customer profit. SAS then tackles the challenging non-interest expense distribution or cost transfers and calculates profitability for tens or hundreds of million retail customers at accounts level. SAS performs multi-dimensional analysis (by customer, product mix, and channel) and deploys or delivers the customer profitability insights to the right business units at the right time SAS Performance Management - as you can see - completes the full cycle…from data to decisions.
