Background & Initiatives UNCLASSIFIED Background & Initiatives Background: Recently founded by the Command, Control, Communications, Intelligence and Networks (C3I&N) program office at Hanscom Air Force Base, MA Objective is to engage and collaborate with the academic community and industry on cloud related research and development efforts Provides Hanscom IT community with opportunities to leverage external resources and expertise Current Initiatives: Hanscom/Massachusetts Open Cloud (MOC) Partnership Air Force and MOC collaboration/research effort to enhance cloud computing capabilities to inform future Air Force requirements. Utilization of Software Development and Prototyping Contract Vehicle $100M R&D acquisition vehicle for prototype development in support of Air Force Research Labs and the Air Force’s C4ISR Open System Acquisition Initiative. Engineering Internship Initiative for Hanscom Engineers (Military & Civilian) Advanced Academic Degree and internship opportunities within the academic community and local universities. UNCLASSIFIED

Hanscom/MOC Partnership UNCLASSIFIED Hanscom/MOC Partnership The Massachusetts Open Cloud (MOC): A public cloud being developed based on the model of an Open Cloud Exchange (OCX), a model where many stakeholders, rather than just a single provider, participate in implementing and operating the cloud.  The project is a unique collaborative effort between higher education, government, non-profit entities and industry. MOC Vision: To create a self-sustaining at-scale public cloud based on the Open Cloud eXchange model. It will serve as a marketplace for industry partners as well as a place for researchers and industry to innovate and expose innovation to real users. Consortium Members: Boston University, Harvard, MIT, Northeastern, UMASS, CISCO, Intel, RedHat, Brocade and MathWorks HANSCOM AIR FORCE BASE Hanscom Air Force Base: Executing a variety of projects in support of the Air Force’s greater combat cloud initiative. Projects: MAPS Increment 2, Tactical Cloud Reference Implementation and Data-to-Decisions, Cloud Analysis and Modeling Prototype (CAMP). Shared Use Case: The commonality across these programs is centered around establishing a shared cloud computing environment between disparate Air Force platforms and data stores. UNCLASSIFIED

Hanscom/MOC Partnership UNCLASSIFIED Hanscom/MOC Partnership HANSCOM AIR FORCE BASE Currently Hanscom AFB is leveraging the MOC’s capabilities in support of various Air Force cloud computing efforts. The Air Force team has held several initial fact finding and collaborative brainstorming meetings since February 2016. These meetings have lead to the formation of the Hanscom/MOC governance team which will: Competitively select proposals for a variety of research and development projects on a semi-annual basis that align with both Air Force and MOC efforts. Execute a diverse portfolio of innovative leading edge cloud computing projects Host/partake in annual cloud computing workshops Quickly abandon technologies which are failing and rapidly transition to next technology Implement selective engineering internship positions at the MOC for Hanscom personnel UNCLASSIFIED

Software Development and Prototyping UNCLASSIFIED Software Development and Prototyping The HACT is utilizing an Air Force Research Lab 5 year, $100M Other Transaction Agreement (OTA) with the System of Systems Consortium (SOSSEC) for the purpose of prototype development and the rapid acquisition of R&D services from the MOC, other external academic institutions and industry. New organizations can join the SOSSEC consortium for a nominal $500 application fee Proposals to be submitted to the SOSSEC OTA and competitive evaluated/selected for award OTA Scope is expansive and allows for development, test, demonstration, integration and prototyping for items related to Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance. MOC Pilot Project: Cloud Modeling & Analysis Description Implement a minimal cloud structure using commercially available resources. Use an existing area of the AF communications architecture as a basis for the cloud structure. Take advantage of the expertise from the Massachusetts Open Cloud (MOC) Consortium. Leverage research and expertise provided by the MOC to model and execute a simulated cloudlet focused on degraded connectivity, discoverability and security. Use these results as a base to integrate existing architecture designs into cloud services. Benefits Provide seamless integration of operational resources at the point of use. Supports initial instantiation toward the long term fielding of US Air Force cloud architecture . Provides the data required to develop a strategy for further integration of the US Air Force architecture. Maintains a secure cloud based architecture. Approach Create an architectural model that will be used in the various projects with the Hanscom/MOC collaborative program. Utilize the MOC Secure Cloud project to enable elastic provisioning of secure computing infrastructure. Develop a caching tier for network attached storage that will allow caching of datasets so they are available with reliable performance under degraded networking conditions. Incorporate discovery service to enable advertisement and discovery of services and properties of those services in a distributed/federated cloud Utilize cloud federation work that is being developed to: 1) enable federation of cloud resources stood up by different administrative entities, 2) enables defense in depth for a cloud environment. What is Required? Contract : OTA Period of Performance: 12 months What is Delivered? An architectural document articulating the needs of DOD for distributed clouds and drive research and development. Open Source software in the various approach areas, as well as other areas discovered during this project. Research and academic publications that both address specific problems of the DOD and help enable the involvement of a broader community. A strong/growing collaboration between the US Air Force, the MOC, and the broader research and industry community engaged in the MOC project. This will enable stronger proposals for future years. A strong and growing collaboration between the US Air Force, the MOC, and the broader research and industry community engaged in the MOC project. This will enable stronger and more beneficial Hanscom/MOC projects in the future. HACT Engineering Internship Initiative UNCLASSIFIED HACT Engineering Internship Initiative Additionally, the HACT plans to leverage the MOC environment for internship opportunities for Hanscom Air Force civilians and military personnel: Application and competitive selection amongst pool of Hanscom engineers with an advanced degree (complete or in progress) and background in cloud computing, computer science, data science or software development. 3 to 6 month assignment (Full or Part Time) to cloud computing project(s) at University/development laboratory. Upon completion of assignment interns return to Hanscom with knowledge and experience on cutting edge technologies than can then be applied to ongoing Air Force efforts UNCLASSIFIED
