Article 14 (Right to Equality) and 16(1) – Right to Equal Opportunity would apply. Action by Govt 85th Constitutional Ammendment (2001) Article 16(4a) changed for the words "in matters of promotion to any class", the words  "in matters of promotion, with consequential seniority, to  any class" shall be substituted.
