TVET Reform in Pakistan Government of Pakistan initiated TVET reform in 2009 Cornerstones of the reform: Introduction of competency based training and assessment and strengthening of private sector engagement In Lahore private sector organizations used the reform and initiated a platform for cooperative training with the involvement of 57 enterprises Advantages of the TVET reform for the private sector:  CBT focuses on better employability: Qualifications are based on standards developed by industry experts CBT is responsive to the requirements of enterprises: Training delivery is modularized and allows training at the classroom and working place

Lahore as an Economic and Financial Hub in Pakistan Lahore is a provincial capital. The city's nominal GDP was $13 billion in 2011 and will reach $102 billion by 2025. The contribution of Lahore to the economy is 13 percent. More than 10,000 industrial units are located in Lahore.

The Role of the Chamber of Commerce and Industries Lahore Chamber of Commerce and Industry established a committee to promote cooperative training in the region TVET authorities, training providers, accreditation bodies, qualification awarding bodies and associations participate in committee Activities:  Understand needs of private sector Increase mutual understanding between public and private stakeholders Promote cooperative training in the region Pilot initiatives to showcase quick-wins for public and private sector   Example: Cooperative training course of Energy Efficiency Advisor

The Role of Associations The committee for cooperative training encourages associations, such as Pakistan Footwear Manufacturing Association, to initiate cooperative training courses with the involvement of member companies Activities:  Development of qualifications based on training needs analysis Identification and support of enterprises  Delivery of training in classroom and working place Assessment  Example: Cooperative training course of Shoe Laster

Lessons Learnt Building of trust through dialogue and pilot projects between stakeholders Ensuring return of investment for participating enterprises Reduction of production costs, saving of raw material, innovation in design, use of state-of-the-art equipment Transition from pilot projects to a systemic foundation for promoting cooperative training Further institutionalization of functions in chambers and associations Raise awareness on public sector side that involvement of chambers and associations is beneficial
