Community Air Monitoring (CAM) Progress Report Michael Boykin, US EPA FOSC

Background CAM Task Force 2016 Air Monitoring/Sampling Equipment into Western Responses Resources List (WRRL) EPA R10, USCG PST, OSFM, CTEH Laid foundation for CAM Best Practices Response Tool Our approach continues to include hazardous substances and oil, with/without fire Mosier Crude Oil Emergency Response, June 2016 Since our Last Progress Report: RRT/NWAC Summit 12/2016 CAM Resource Tier Selection Template CAM Plan CAM Checklist for Responders Utilized CAM Tools at industry drill and Portland Warehouse Fire Asbestos Response

CAM Resource Tier Selection

Template CAM Plan Basic ER planning tool Customizable for responses of varying scales Primarily Air Monitoring, secondarily Air Sampling Allows for documentation of approach, DQOs, QA. Creates a bridge from beginning of response phase to more a formal sampling plan in later response/recovery phases of UC

CAM Checklist for Responders Position Based Checklist CAM Coordinator Data Manager Field Teams

Utilizing CAM Tools Tesoro WCD, Vancouver, WA Joint Tesoro (OPS) and EPA EU Team Setup CAM Program and submitted CAM Plan Portland Warehouse Fire Asbestos Response Tools used to establish area monitoring and sampling over large geographic area.

Chemical Action Levels Protective Action Criteria (PACs) Acute Exposure Guideline Level (AEGL) Emergency Response Planning Guideline (ERPG) Temporary Emergency Exposure Limit (TEEL)

Particulate Action Levels Greatest challenge is determining what Particulate Action Levels to guide response to burning oil NRT Smart Protocol based only on PM 10 for In Situ Burn (ISB) monitoring. RRT-10 modified Smart Protocol by adding PM 2.5 criteria. NWACP ISB Criteria Section 9407 Particulate Action Levels for Oil Fires in an non-ISB situation National Ambient Air Quality Standards (NAAQS) for particulates Wildfire Smoke: A Guide for Public Health Officials Other options being explored

Summer 2017 Goals Questions? Determine Particulate Action Levels to add to Response Tool Coordinate a review with interested response partners Submission of CAM Response Tool to the NWAC for consideration in adding to NWACP. Questions?
