Starter – Map of Germany and Berlin What happened to Germany and Berlin after the war? Can you recall how Germany and Berlin were divided amongst the Allies after WWII?

Why did the West want a strong Germany? Can you recall the reasons why the western countries wanted a strong Germany? Why did Stalin want a weak Germany? How did the western countries ensure that their occupied zones of Germany would remain strong? What emerged from these two separate occupied zones?

Why did the West want a strong Germany? From page 206 of WJEC: “The USA was concerned about Russian expansion westwards at the end of the war. Rather than setting up free elections for democratic governments in the countries they liberated from Nazi control, Soviet troops simply remained. The USA, Britain and France had intended to weaken Germany but now realised that a strong Germany could act as a buffer against communism. They began to aid German economic recovery. Reparations would be ended and a new currency introduced. Their zones would be returned to democracy. From 1945 the Western zones and the Soviet zone were run in their own separate ways. Out of these zones emerged two countries, West Germany and East Germany.

Truman’s speech- March 1947 At the present moment in history every nation must choose between alternative ways of life. One way of life is based upon the will of the majority……the second way of life is based upon the will of a minority forcibly imposed upon the majority….. I believe it must be the policy of the United States to support people who are resisting attempted subjugation by armed minorities or outside pressures. I believe that we must help free peoples to work out their own destiny in their own way.

The Truman Doctrine In the 1930s, America had kept out of Europe’s business. Now, on 12 March 1947, Truman told Americans that it was America’s DUTY to interfere. His policy towards the Soviet Union was one of ‘containment’ – he did not try to destroy the USSR, but he wanted to stop it growing any more. This was called the ‘Truman Doctrine’.

The Marshall Plan In June 1947, the American General George Marshall went to Europe. He said every country in Europe was so poor that it was in danger of turning Communist! Europe was ‘a breeding ground of hate’. He said that America should give $17 billion of aid to get Europe’s economy going and stop Communism. Marshall said that it was up to the countries of Europe to decide what they needed. In July 1947, led by Britain and France, the countries of western Europe met in Paris, and asked for substantial economic aid.
