Background Clobal Trends of LIS Quality Assurance ALA established LIS accreditation system for North America in the 1950s CILIP accredits LIS programs in England and some European countries ALIA has been engaged in the accreditation of Australian LIS programs North America, England, and Australia attained mutual accreditation at a global level in 1990s. EUCLID has been engaged in developing a European common LIS education program compatible with the Bologna Process In Southeast Asia, CONSAL members proposed a common quality assurance and accreditation system based on the North American model and discussion has been kept at A-LIEP. IFLA SET has been engaged in the development of procedures for determining the equivalency of degrees granted and the reciprocity of recognition of job qualifications of LIS programs all over the world.

Background Quality Assurance of LIS Education in Japan Library Law in 1950 established qualification of public librarians School Library Law in 1951 established qualification of teacher librarians in schools No official qualification system exists for academic and/or special librarians. LIPER I (2003–2005) proposed: introduction of an LIS examination introduction of a graduate level standard curriculum for information professional education LIPER II (2006-2009) : Implementation of the LIS examinations on a trial basis MEXT introduced a new standard curriculum for undergraduate level LIS programs to be implemented in 2012

GLOBALIS Project Identified Problems of Japan’s Current LIS Education Public Library: Education for “shisho” or public librarian offered as undergraduate minors does not secure job opportunity =>Many public libraries outsource their services. School Library: Education for “shisho-kyoyu” or teacher librarian as a part of teacher education produces teachers who oversees school libraries as a side job. Academic Library: No qualification system for academic library professionals => Many academic libraries outsource their services. Research Activities: A majority of faculty members who teach professional training courses for “shisho” were library practitioners who did not have formal research training; Few collaboration with overseas researchers. Professional System: JLA does not grapple with professional accreditation, nor collaborate with international counterparts to cope with the globalization of LIS professional systems.

GLOBALIS Project Identified Requirements for Globalizing Japan’s LIS Professional Education Establish an Office Responsible for Preparing and Administering Mutual Accreditation of LIS Programs with Overseas Counterparts Implement the LIS Examination as a Means to Initiate an Outcome-based Assessment of LIS Education Establish Graduate Level LIS Professional Education Programs to be Mutually Exchangeable with Overseas Counterparts
