WF-RepTool – INPUT-Fractions ‘mix’ of kinds of appliances with different EWC codes  EWC codes NOT applicable!!!  ‘collection codes’ collection in daily practice – based on treatment requirements cooling & freezing appliances  specific treatment large (household) appliances  large shredders CRT appliances  specific treatment small/medium appliances  dismantling / shredding lamps – specific treatment option for sampling results of ‘mixed’ INPUT fractions (diff. WF-RepTool OUTPUT-Fractions … built up on: the ‘European Waste Catalogue’ – EWC requirements from the WEEE - Directive (Annex II) ‘knowledge’ regarding possible fractions (interim & final fractions) OUTPUT  about 275 ‘fractions’ = list of choices adapted on base of ‘needs’ NEW: short lists for input categories & material grouping

WF-RepTool - Technologies technologies used for WEEE and WEEE fractions ‘headlines’ for technologies (e.g. ‘separation’ – different technologies) structured to ‘interim technologies’ (shredding, separation etc.) and ‘final technologies (e.g. copper smelter, glass smelter , diff. incineration plants, landfill etc.) about 70 ‘headlines’ for technologies adapted on base of ‘needs’

WF-RepTool - classification interpretation of European laws + judgements of the EU court classify the (target of) ‘use’ of ‘final fractions’ / ‘shares’ in ‘final processes’ pre-selection of possible ‘uses’ examples for final processes ‘WEEE Forum = model classification’ to RU - reuse of components (NEW WEEE Dir. 2012/WFD 2008: also for appliances) MR - material recycling (NEW WEEE Dir. 2012/WFD 2008: R – recycling, OMR – other material recovery) ER - energy recovery (TD or LD) D – thermal or landfill (=other) disposal option for a ‘national classification’ ( reports to authorities)

WF-RepTool - data structure

step 1 – internal yield OUTPUT fractions  names and amounts [kg] annual data (e.g. internal production reports) period data (e.g. internal production reports) or results from batches option for ‘internal names’ (e.g. used by company) option for ‘internal codes’ (e.g. used by company)

step 2 – acceptors / technologies ‘acceptors’ for fractions ‘names’ (confidential between WEEE system <> treatment partner) - necessary for control (e.g. plausibility, downstream monitoring) you may accept no names or ‘different xxx’ ‘pure’ metal fractions fractions for disposal operations (MWI’s, HWI’s, landfills) end-of-waste (but info on intended technology!  MR <> ER) need of names of operators for technologies ‘special’, ‘high energy efficient’ technologies used – essential for selection of use & classification! 4

step 3 – yield /composition yield of fractions from following treatment step(s) (e.g. separation) up to composition of fractions forwarded to ‘final processes’ (e.g. smelter) composition data NOT necessary IF ‘disposal’ 100 % of one component IF pure fractions (< 2 % ‘impurities) What to do if no data available? agree & use data from batches use general information from acceptor/s use experience data start with best estimations NEW : use ‘WEEE Forum packages’

Simplifications / delimitations 2 % limit‘ for ‚pure‘ fractions (1 % in discussion) often higher quality criteria in daily / delivery practise! target of use of input (of ‘shares’) to ‘final processes’ – not yield of processes (not ‘copper yield’) option to provide real yield data (some % Cu ‘no use’ or other use) option to provide data on ‘residues’ (organic, inorganic)  other use in process option to adapt the tool in the future no ‘environmental’ or ‘eco-efficiency’ classification of technologies possible as ‘next steps‘ in the future

Options - WF-RepTool reports (1) Data of one report ‘First fractions’ – fractions from 1st treatment step ‘Overview’ – ‘treatment tree’, details on all treatment steps ‘Final’ – overview on all final fractions achieved / documented ‘Calculation’ – final fractions + classification of use ‘Analyze’ – e.g. totals of components [%] calculation of ‘total amounts’ [kg] (of RU, MR/R, ...) calculation of recycling & recovery rates achieved Option calculate annual amounts [kg] based on ‘batches’ or ‘period data’ (copy/paste e.g. batch report > paste with total input)

Options - WF-RepTool reports (2) Option of summary reports e.g. (‘Pro’ only) period data / batches  annual data per TP annual data per WEEE cat. or use ‘Summaries’ Option of ‘Summaries’ (mainly for WEEE system / administrator level) e.g. ‚Summary‘ on ‚collection and treatment category‘ ‚Summary‘ on annual amounts

Options – use of / work with reports (1) Report treatment results to WEEE system / client NEW: Multiple use of reports (download & upload) Summary reports (‘Pro’ only) (creates a new report!) criteria-selection on base of all database contents e.g. calculate & show annual data per WEEE input category (several periods of one TP, several TP’s,...) Options for individual or summary reports Download all report versions (Overview, Calculation, Analyze,...) as pdf or Excel format Provide reports to authority (see different options of details to be shown)

Options – use of /work with reports (2) ‘Summaries’ (does not create a new report!) criteria-selection on base of all database contents e.g. ‚Summary‘ on ‚collection and treatment category‘ – total result for WEEE system (e.g. selected reports or all TP’s), R&R rates achieved ‚Summary‘ on annual amounts – e.g. total result of WEEE managed by WEEE system / client, total amounts of output fractions option to export data to Excel file e.g. use data for report to authority NEW: Option to ‘Compare’ reports – e.g. ‘Analyze’ results (‘Pro’ only) NEW: Option of ‘Controller remarks’ – give feedback to reporters (‘Pro’ only)

Software tool & administration WF-RepTool is a database program designed as web based application WEEE Forum server for ‘background data’ - update of program and WF-RepLists by the WEEE Forum (coordinated by expert group) servers at WEEE systems / clients – WEEE system / client has to administrate WF-RepTool according to needs (e.g. allows Agent feature, download/upload of reports, ...) see separate user manual ‘system level’ treatment partners report to WEEE systems / clients see user manual ‘reporter level’ server & administration structure
