HOPWA Formula Modernization HOPWA Modernization will be implemented with the FY2017 formula allocation. The current formula is based on cumulative AIDS cases and 55% of the numbers distributing allocation amounts are based on deceased individuals. The current formula does not distribute funding based on need of people living with HIV. July 2016 - H.R. 3700 signed into law - the “Housing Opportunity Through Modernization Act of 2016” - included the modernization of the HOPWA formula that takes into account current HIV epidemic trends. OHH published a CPD Notice explaining how the changes to the formula will be implemented over the next several years. OHH will undertake rulemaking process to revise regulations at 24 CFR Part 574 consistent with HOTMA and propose other changes. OHH is developing a comprehensive TA strategy to assist communities most affected by HOPWA formula modernization.
