Liberalise MTPL at increased reporting depth/frequency 8. Normalize reporting frequency

CONCLUSION In order to have a liberalised market the following conditions should be met: Enough (acturarial) expertise Adequately solvent (and reservd) insurance market Strong supervisor Strong police preventing non-insurance vehicles Consumers awareness
