Why Did Our District Get Picked for Perkins Monitoring? KSDE Risk Assessment: Funding Issue Data Reporting Issue Perkins Documentation Missing Missed Deadlines Needing Assistance Time Since Last Monitoring

Why Does KSDE Monitor? Required by Federal government as part of accepting Carl D. Perkins funds. Review past activities and successes of a representative sample from grant. Be responsible for money spent, support offered and actions by districts. Learn best practices that can be shared with other school districts.

What Happens? 2015-2016 Monitoring 10 Desk Audits On-site as needed Information Requested Districts/Consortiums selected for desk audits must submit all documentation by March 15, 2017. Site visits will be ONLY be performed if needed. All on-site visits must be completed by May 1, 2017.

What is Being Reviewed? The Perkins Monitoring Review process will be based on the following specific areas of concerns or targets: Past submitted reports Data quality and/or data collection issues Financials Grant management performance, including timely submission(s) Perkins core performance indicator levels All programs/clusters are current and have been properly maintained

Intended Outcomes Review required documentation submitted as evidence that verifies program quality and student performance Assure that funds have been expended appropriately and are used in compliance with federal and state policies and legislative mandates Protect against waste, fraud, and abuse Identify technical assistance needs Identify promising practices Identify exceptional activities and processes

Main The Perkins Monitoring Review process is designed to: Identify good practices and procedures Ensure that equal education opportunities are provided Federal and state funds use complies with legislation Review and verify accurate data collection and reporting Provide technical assistance for Career and Technical Education programs and related activities

Main (Continued) Identify exemplary practices and share this information state-wide Analyze and identify policies and activities that affect the achievement of the above goals Collaborate with district on findings to identify success and areas of improvement

Self-Evaluation Form The District/Consortium Self-Evaluation for FY16 will monitor for the nine mandated uses. Strengthen Academic and Technical Skills Link Secondary/Postsecondary CTE All Aspects of an Industry Use of Technology Professional Development Program Evaluation Initiate, Improve, Expand, & Modernize CTE Sufficient Size, Scope & Quality Special Population

What To Pay Attention To Funding Budget matching invoices and drawdown Proper use of funding Data Submitted student and pathways data Meeting deadlines Meeting Needs Students Teachers Pathways

Other Areas of Review Core Indicator Level of Performances Pathway data submitted for the last 2 years Funds were expended as approved in Perkins grant application Clusters and Pathways District Policies & Procedures Districts can help the process by reviewing their own fiscal, pathway, and data information to prepare for changes in policy & procedure. This helps to find realistic solutions and make the process a simple and effective growth opportunity.

After the Monitoring A final analysis of your documentation is made to determine whether it meets the Federal and State requirements of the Perkins legislation.  A final report is sent to the district superintendent or consortium executive director.  If the desk audited reveals that substantial progress has not been made, an on-site may be conducted and corrective plan of action required. 

After the Monitoring . . . The district/consortium being monitored completes and submits a corrective plan of action within 30 days of receipt of its final report.  KSDE will complete a final report and send within approximately 30 days of the monitoring process.
