World Summit on the Information Society (WSIS+10) Overall Review of the World Summit on the Information Society (WSIS+10) Jaroslaw PONDER CEPT – ITU-Com Meeting Prague, Czech Republic 16-18 April 2014

WSIS+10: WSIS Beyond 2015 www.wsis.org/review WSIS outcome documents and the UN General Assembly Resolution 60/252 resolved to conduct an Overall Review of the Implementation of the WSIS Outcomes in 2015. The ITU Plenipotentiary Resolution 172 (PP-10) on the Overall Review of the Implementation of the Outcomes of the WSIS; including the possibility of holding a high-level event in 2014/2015, had requested ITU Secretary General to initiate the preparatory process at the UN Chief Executives Board (CEB). Consequently, in 2011 CEB tasked UNGIS, under ITU leadership, to prepare, on the basis of an open consultation, an Plan of Action for the WSIS Overall Review (WSIS+10). The Board requested UNGIS to present the Plan of Action at its spring 2012 session. In April 2012 UN High Level Commission on Programming noted the plan and forwarded to CEB for its endorsement. During the CEB Spring Session held at ITU Headquarters in April 2012, the plan was approved. Following the ITU Council Resolution 1334, the ITU Secretary General had proposed to the CEB that the ITU should play a leading managerial role in the process of the Overall Review of the Implementation of the WSIS Outcomes (WSIS+10). This proposal was endorsed by the CEB during its spring session of 2012. www.wsis.org/review

WSIS+10: WSIS Beyond 2015 www.wsis.org/review In the WSIS+10 Plan of Action the WSIS Forum was recognized as an inclusive and effective platform for reaching multi-stakeholder consensus for the implementation of the Plan of Action. Further to the request of the ECOSOC Resolution (2011/16) on the Assessment of the Progress Made in the Implementation of and Follow-up to the Outcomes of WSIS, the Secretary General, ITU reported the outcomes of the UNGIS Open Consultations and Plan of Action to the 15th session of the CSTD. As a follow up to the official offer of Egypt to host the WTDC and WSIS+10 High Level Meeting in 2014, a mission was held in May 2012 for assessment of the venue and facilities. In order to address a coordinated approach for WTDC-14 and WSIS+10, it was proposed to use the series of Regional Preparatory Meetings for WTDC-14 (RPM), as an opportunity to collect views of the WSIS stakeholders at the regional level on the WSIS+10 overall review. WSIS+10: WSIS Beyond 2015 www.wsis.org/review MAY 2012: ITU hosts WSIS Forum 2012, including multi-stakeholder plenary discussions on WSIS+10 NOV 2012: ITU Secretary General contributed to the 67th session of the UN General Assembly NOV 2012: 67TH Session of the General Assembly postponed decision on the modalities of the Overall Review of the WSIS+10 until 68th session in 2013 (October-December 2013) DEC 2012: ITU submitted a report for inclusion in the UNSGs report on the 2012 ITU activities related to WSIS, including WSIS+10. www.wsis.org/review

Event is co-organized by ITU, UNCTAD, UNDP FEB 2013: Preliminary steps to ensure effective organization of the High-level Event on the Overall Review (WSIS+10) to be held in 2014 in conjunction with the WTDC 2013: Collection of the regional views on the implementation of the WSIS outcomes during the series of Regional Development Forums and Meetings of the Regional Economic Commissions MAY 2013: WSIS Forum and WSIS+10 Visioning Track NOV 2013: General Assembly to decide on the Modalities of the WSIS+10 Review www.wsis.org/review

WSIS+10: Main Actions in 2012 WSIS Forum 2012: WSIS+10 Track WSIS Forum 2012 launched Preparations for the WSIS+10 Review during the, Geneva (2 days). Multistakeholder consensus was reached on the following: preliminary indications for the scope of the possible forward looking outcome, setting agenda beyond 2015 templates for the reports of the lead facilitators on the Action Lines templates for the national self-evaluation reporting on the implementation of the WSIS outcomes www.wsis.org/review

Partnership on Measuring ICT for Development Monitoring the WSIS targets: 10 targets and 49 indicators to assess the global information society A response to the WSIS call to develop indicators for measuring the information society A concrete list of indicators, definitions, data collection methodologies, to monitor the 10 WSIS targets A practical tool for policy makers and data producers in developing countries to help them measure progress The main reference document for the final WSIS review prepared by the Partnership in 2014 A number of countries have started tracking the WSIS targets based on this framework (e.g. Ecuador) Launched in May 2011 www.wsis.org/review

WSIS+10: Regional Commissions In follow up to the discussions at the WSIS Forum 2012 the ITU WSIS Secretariat has offered regular updates to the Regional Commissions with the following objectives: Regular update on WSIS+10 related activities with possible implications for the WSIS +10 Regional Preparatory Process; Collection of information using the WSIS+10, 10-Year Country Reporting Template through the meta data questionnaire Special Session of the UN Regional Economic Commissions at WSIS Forum 2013 will be held the 15th May 16:15 -18:00 (ITU Headquarters, Geneva, Switzerland)

WSIS+10: Main Actions in 2013 www.wsis.org/review 25-27 February 2013: Multi-stakeholder Event on Towards Knowledge Societies for Peace and Sustainable Development (3 days event, hosted by UNESCO co-orgnized by ITU,UNCTAD and UNDP in Paris, with a high-level component) Outcome of the Event Compilation of recommendations generated during the event accompanied by the introductory note drafted by organizers, UNESCO, ITU, UNDP, UNCTAD (See Annex One). Annex Three refers to the outcomes from the ITU sessions. Final Statement: UNESCO Action Line focused, consensus based text. The outcome of this Review Meeting will serve as an input into the discussions during the WSIS Forum 2013 in Geneva in May as well as inform the work of the Commission on Science and Technology for Development, the designated system-wide focal point for follow up to the WSIS outcomes, when it meets at its 16th Session. www.wsis.org/review
