Defining Map Services in NG9-1-1 Brook Shannon Marc Berryman, ENP

Today’s Agenda Quick overview of the i3 Map Database Service But, before we dive deeper, let’s level set How are maps used in public safety? What problems do we need to solve? What use cases drive the need for the Map Database Service? What are its requirements? Operational Technical Defining Map Services in NG9-1-1 (Development) 10:45 AM – 12:00 PM | George Bellows Ballroom A & B Facilitators: Brooks Shannon, Marc Berryman ENP   PSAPs and first responders need access to reliable maps. Making these maps available, from authoritative source, is the basis of this discussion. What do PSAPs and first responders need to be able to effectively utilize map information and how can these needs best be met is the basis of this discussion? Type of Session: Discussion Primary Questions How do PSAPs and first responders utilize map information What are the operational needs of map information in the PSAP? What are the operational needs of map information to first responders? What map layers must be part of the Map Service – Roads, Municipal boundaries, emergency response areas, others? How can these needs be met efficiency and effectively using non-proprietary standards? Deliverables Framework for a Map Services standard / best practice Target Audience PSAP Personnel, First Responders, GIS professionals Know Before You Go Operations needs for map displays in PSAPs and for first responder Familiarity with GIS

The i3 Map Database Service What is it? A GIS database with a standard set of interfaces for serving up authoritative map data Agencies can operate one, provision it with their authoritative GIS data, and allow other agencies to access it

The i3 Map Database Service STA-010.2 Section 5.2 states: “The Map Database Service is used to provide a PSAP handling a call out of area with the information needed to show a call taker a map of the vicinity where the caller is located. The Map Database Service is queried with the location and boundaries to be covered and returns a set of map features and/or imagery covering it to be displayed. Note: The details of the Map Database Service and its interfaces will be provided in a future revision of this document.” …it’s not much, and the work was deferred to v3. We’re starting to conduct work on it right now in the WG.

The i3 Map Database Service What can it do? Provide authoritative maps “everywhere” Give PSAPs more information when handling “out of area” calls Help make the map efficient, effective, and useful Provide feature data, not just a map for display* *We’ll come back to this…

Let’s take a moment to level-set How are maps and GIS data used in public safety?

What problems can we solve? We have big challenges we’re facing today.

What problems can we solve? And people are more aware than ever before.

What problems can we solve? We can provide better cartographic data, as a reference, everywhere.

What are the use cases? Use cases help us discover requirements… …so let’s think of some. Example: when a PSAP is providing back-up services for a failed or overloaded PSAP Others? Extra credit: think of uses outside of call and incident handling

Operational Requirements Based on the use cases… What map data needs to be included? Roads and address ranges? Law, Fire, EMS Responders? Common Place Names / Landmarks? Schools? Wireless towers / sectors? Indoor maps? Others?

Operational Requirements How should a map be rendered? Level of detail? Colors? What else?

Technical Requirements Map Services Data GIS GIS Data Management SI LVF Provisioned GIS Data GIS GIS VoIP Cellular PSTN Enterprise Provisioned GIS Data GIS BCF LIS ECRF Map display, Call handling, CAD, ... Originating Networks Policy Routing Function (PRF) ESInet Policy Store BCF NG9-1-1 PSAP ESRP

Technical Requirements How is it built? Proposal is to leverage open standards from Open Geospatial Consortium (OGC) Web Feature Service (WFS) Web Map Service (WMS) Web Map Tile Service (WMTS) Should we be considering other standards for other needs?

Technical Requirements How is it accessed? By using the ECRF and the Agency Locator… maybe? ECRF Map Database Service Incident Handling FE ALRS

In summary… Today, we talked about What have we missed? How maps are used Some specific use cases for the Map Database Service Its operational and technical requirements What have we missed? Operational or technical concerns? Ideas for improvement? Interested in helping with further work? Join us in the i3 Architecture Working Group!

Tuesday, October 11 Defining and Planning for Spatial Interface Layer Replication (D ) 2:30 PM – 3:30 PM | George Bellows Ballroom A & B Facilitators: Richard Kelly, ENP, and Brooks Shannon Session Type: Hands-On Know Before You Go: A working knowledge of GIS and the GIS needs of NG9-1-1 Outcome: A documented set of operational and technical questions, concerns, and ideas for improvement, as well as suggested topics for future NENA documents This session explores the need for more material relating to the definition of the GIS data spatial interface layer replication mechanism as presented within the NENA standard.
