Free Speech

QUIZ True/False: Net Neutrality is a debate about the content shown on the internet. Internet Service Providers favor net neutrality. Justine Sacco’s tweet went unnoticed on the internet. The juggalos are a band. The juggalos are a political group.

Internet Free Speech isn’t an absolute right. Access to and Content on the internet is currently censored.

Access to info can be censored: Net Neutrality Net neutrality (also network neutrality, Internet neutrality, or net equality) is the principle that Internet service providers and governments should treat all data on the Internet equally, not discriminating or charging differentially by user, content, site, platform, application, type of attached equipment, or mode of communication. The term was coined by Columbia University media law professor Tim Wu in 2003, as an extension of the longstanding concept of a common carrier.

Where does censorship happen?

Traffic Shaping and Multiplexing (limiting data streams)

Discrimination by Protocol (slowing peer to peer sharing)

Discrimination by IP address or network Comcast allows users to stream tv through Xfinity app on the Xbox 360 without affecting bandwidth. Using other apps (Netflix, HBO, Hulu) did count toward data plan Netfix and Comcast agreed to a deal which increased Netfix speed 66% in 2014 for Comcast users Netflix made a similar deal with Verizon, but Verizon dropped their connection speeds by 1Mbit/s making delivery slower

Who is Debating this?

Free Speech isn’t just access it is also content.

Legal Censorship: Miller v. California (Miller Test) Acts prohibited by law Depicts acts in a patently offensive manner appealing to prurient interests and judged by a reasonable person using community standards No serious literary, artistic, social, political or scientific value

Internet Communities (Info and Support)

Pillory and Whippings abolished (Federally) in 1839

Justine Sacco “Going to Africa. Hope I don’t get AIDS. Just kidding. I’m white!”

Lindsey Stone

Insane Clown Posse "Transient, criminal Juggalo groups pose a threat to communities due to the potential for violence, drug use/sales, and their general destructive and violent nature.“ (https://www.theguardian.com/music/2011/nov/01/juggalos-classified-as-gang-fbi)

Hate Groups https://www.splcenter.org/hate-map

Cyber Bullying (Megan Meier) "Everybody in O'Fallon knows how you are. You are a bad person and everybody hates you. Have a shitty rest of your life. The world would be a better place without you."

Questions Who (if anyone) should control our access to internet content? Is internet shame a good thing? Should your musical preferences be used to profile you as a danger to others?
