1) Radio Equipment Directive (RED) 2014/53/EU: OJ L153 22 May 2014 Replaces Radio & Telecommunication Terminal Equipment Directive (RTTED) 1999/5/EC, repealed with effect from 13 June 2016 RED to be applied from 13 June 2016 (+ 1 year for manufacturers to comply) Covers equipment which intentionally transmits or receives radio waves for communications or radiodetermination, regardless of primary function Operating up to 3000 GHz (NB: no lower frequency limit) LVD & EMCD will no longer apply to RED equipment Many products under the scope of RED: e.g. anything with a GPS, Bluetooth, RFID, RLAN, NFC…. © ETSI 2016. EMC Work Programme Working assumption: EMC standards for non-radio equipment will not be cited under the RED (**) EN 300 386 (Telecommunications Network Equipment) have been proposed under the EMCD only EN 301 489-1 (EMC for radio and ancillary equipment) and EN 301 489-34 (Specific conditions for External Power Supply (EPS) for mobile phones) have been proposed under EMCD and RED art 3.1b Remaining parts of EN 301 489 series (specific conditions for other radio services) have been proposed under RED art 3.1b only © ETSI 2016 All rights reserved

2) Harmonised Standards: Presentation of OJEU listing CEN, CENELEC & ETSI received a Commission letter (19 October 2015) on publication of OJ lists under NLF Directives: Listing for 2014/53/EU (not 2014/30/EU) will identify the Essential Requirement addressed by each Harmonised Standard During transition period, only one line will appear in the OJ per standard, which will also include details of previous versions and the dates of cessation of PoC Two Notes specific to RTTED will be deleted: In addition standards published under Directives 2006/95/EC, 2004/108/EC, 90/385/EEC and 93/42/EEC may be used to demonstrate compliance with articles 3.1.a and 3.1.b of Directive 1999/5/EC. Products are presumed to comply with the Directive when they meet the requirements within the usage conditions for which they are intended. © ETSI 2016. All rights reserved

3) “Combined Equipment” (“smart” or “connected” devices) Trend towards “connected” electrotechnical devices (e.g. light bulbs, domestic appliances, industrial machines) Products using radiocomms or radiodetermination) covered by RED; LVD & EMCD do not apply Working Assumption: RED also applies if the radio frequencies used are in ISM bands (e.g. Short-range devices, Radio LAN, Wireless Power Transfer) Liaison is needed with IEC/CISPR to reconcile CISPR 11 Different EMC requirements need to be reconciled (different frequency ranges, limits & exclusion bands) ETSI Guide EG 203 367: adopted 3 June 2016 & published Principles agreed for a dedicated HS (EN 303 446-1) for combined equipment in the domestic environment Work started on EN 303 446-2 for Industrial environment © ETSI 2016. 4) Avionics equipment ETSI took part in the ad-hoc group to clarify the interface between the RED and the EASA Regulation Pending final conclusion ETSI operates under a working assumption that: Radar for helicopters flying in confined spaces and wing-tip radar for aircraft taxiing on the ground will be covered by the RED. “Small” UAV are covered by Machinery Directive 2006/42/EC and RED, and not EASA GSM/LTE on Board will not be covered by EASA as they are not involved in the direct control of the aircraft in flight ETSI will continue to develop HS for the above © ETSI 2016 All rights reserved

5) Custom-built evaluation kits Such kits are specifically excluded from EMCD or RED The precise definition is under study and is expected to be included in the LVD, EMCD & RED Guides ETSI working assumption: No National regulations can apply to limit the circulation of such equipment Use of radio spectrum is governed by National frequency plans or the Radio Spectrum Decision Further clarification is needed on this point © ETSI 2016. 6) 2,45 GHz & 5,8 GHz EN 300 328 v 2.0.20 (2,45 GHz) completed first stage of ENAP until 6 June 2016. Improved test methods and receiver performance Modifications to allow Wireless Industrial Applications (WIA) to meet the regulatory requirements for the use of this band Significant comments received – being resolved ERM TG41 continuing work on EN 303 258 (WIA in 5,8 GHz) includes mitigation mechanisms to protect incumbent services TS 103 329: WIA system approach to sharing in the 5,725 GHz to 5,875 GHz band, approved for publication © ETSI 2016 All rights reserved

5,8 GHz: Wideband Transmission Systems Review of EN 301 893 for RED underway in TC BRAN WiFi and LTE-LAA with a common sharing mechanism Receiver blocking included in latest draft “Two-stage” receiver improvements expected (as EN 300 328 in 2,45 GHz) Sharing techniques under study in extension bands: TR 103 317 (with EESS in 5 350 to 5 470 MHz) TR 103 318 (with radiolocation in 5 350 to 5 470 MHz and 5 725 to 5 850 MHz) TR 103 319 (with Road Tolling and Intelligent Transport systems in 5 725 to 5 925 MHz band) © ETSI 2011. 8) Broadcast Receivers EMC standards provided by CENELEC (EN 55032, EN 55035) Co-ordination with CENELEC TC 210 for European Common Modifications Art 3.2: ETSI EN 303 340 (TV B’cast Rx) published & awaiting citation in the OJEU EN 303 345 (Radio B’cast Rx): substantial comments in ENAP Revised version approved, awaiting National Vote EN 303 372-1 (Satellite B’cast Rx Outdoor unit) Technical comments received in ENAP; Revised version approved, awaiting National Vote EN 303 372-2 (Satellite B’cast Rx Indoor unit) Adopted & published – awaiting citation in OJEU © ETSI 2016. Satellite Broadcast Receivers ETSI Working Assumption 2 parts: indoor unit & outdoor unit M/536 specifically requests HS for B’cast Rx No limitation to terrestrial broadcast Satellite broadcast delivery also uses radio waves Indoor unit “has to be completed with an accessory (the outdoor unit) to receive radio waves” Processes off-air signals, and needs to be correctly specified to “make efficient & effective use of the spectrum & avoid harmful interference” Reported to TCAM & included in ETSI RED work programme If RED applies, EMCD does not © ETSI 2016. Avalanche beacons EN 300 718 (3 parts) approved for ENAP June 2016 Covers “portable radio systems used for locating avalanche victims, for the purpose of direct rescue, i.e. for rescue by comrades not buried by the avalanche.” Article 3.3(g) “access to emergency services” enacted by Commission Decision 2001/148/EC of 21 February 2001 covers devices “intended to locate people submerged by snow following an avalanche. ” CEPT Recommendation 70-03 annex 2 recommends the use of 456,9-457,1 kHz for “Emergency detection of buried victims and valuable items“ © ETSI 2011.
