Innovation Development Strategy (example of innovation development basis in Russia) INNOVATION AND BUSINESS-ENGINEERING CENTER

Contemporary challenges as a stimulus to innovation development in Russia Acceleration of world economy technological development. Current competitors to Russia are not only leading in terms of innovation countries but a lot of developing countries Global strengthening of the competitive struggle for the factors determining the competitive power of innovation systems, first of all, for highly-qualified manpower and “smart” money (investments, attracting new knowledge, technologies, competences), a sharp rise of mobility of these factors. Key Objectives of the Russian Development Strategy Buildup of human potential in science, education, technologies and innovation. Sharp, several-fold increase of innovative activities of the existing business and dynamics of appearance of new innovation companies. An innovative person – innovation personality formation INNOVATIVE NATURE OF EDUCATION - Formation of competencies of an “innovative person” should start before school , since at this stage and at primary school foundation for skills of critical perceiving of information, abilities to take unconventional decisions, creativity, invention, teamwork ability, socialization, is created. Further education can develop all these skills, but quite seldom can create them anew. INNOVATIVE ENTREPRENEURSHIP TRAINING – focus of educational programs on teaching of skills, necessary for innovation activities, including analytical and critical thinking, intellectual curiosity, ability for constant self- education, readiness for calculated risk, creativity and initiative, readiness for work in highly competitive environment. FORMATION OF INNOVATION CULTURE AND IMPROVEMENT OF INNOVATION ACTIVITY PRESTIGE - an important condition of activation of an innovation activity in the country is the creation of necessary cultural background which requires pursuing an active innovation and education policy by joint efforts of the state, business, and nonprofit non –government institutions. Efficient Science (Knowledge generation) STRUCURAL MODERNIZATION OF THE KNOWLEDGE GENERATION SECTOR In the field of improvement of the network of institutions, a scale-up of the practice of integral assessment of the potential and efficiency of the existing state scientific institutions including state research centres, academies of sciences, university research departments is planned. ACADEMIC PERSONNEL Mechanisms of evolving of talented young people at all the stages of education starting with the earliest, a cross-cutting system of training and further skill improvement of students, post-graduate students and young researchers, efficient tools for transfer of scientific knowledge and experience STATE SCIENCE COST EFFECT Steady growth of government investments into the support of scientific research in the recent decade is not accompanied with the proper increase of their efficiency which indicates the necessity of the state financing mechanism improvement STATE PRIORITIES IN SCIENCE AND TECHNOLOGY System of priorities in science and technology should be based on national priorities in the field of modernization DEVELOPMENT OF A PRIVATE SECTOR OF KNOWLEDHE GENERATION Progressive increase of the number of private organizations and proportion of research financing from non-government sources, first of all from the business sector INNOVATION AND BUSINESS-ENGINEERING CENTER

Innovation infrastructure formation Innovation infrastructure , both financial and material (technology parks, business incubators, technology transfer centres, and shared knowledge centres, etc.) and territorial ( technology development special economic zones, technology cities and territorial innovation clusters) is the important component of the total system of innovation support. The major thrusts of infrastructure development will be: Development of the mechanisms of financial support of innovation projects of different scales and stages, from “pre-sowing” and “sowing” stages to large-scale manufacturing. Innovation infrastructure development including development of technology development special economic zones, technology cities, innovation clusters, business incubators and technology parks, shared knowledge centres, prototyping and design centres, etc. INNOVATION AND BUSINESS-ENGINEERING CENTER

Involvement into the global innovation system Support of Russian high technology companies in international markets An essential part of the active innovation development of Russian companies is the active positioning of their products in global and major national markets, their entry to international alliances, cooperative projects. First, gradual increase of amount of state and private financing of scientific research and education and innovations support. By 2020 expenditure level in economy in these areas will reach the level of OECD countries. This is an essential condition for the national economy to attain the required level of competitiveness Second, creating conditions for faster growth of private R&D projects and private investment primarily within the framework of technology platforms and innovation programs of publicly owned companies.
