REPORT PILOT MODEL TO SUPPORT GIRLS HAI DUONG DEPARTMENT OF HEALTH (DOH) PROVINCIAL OFFICE OF POPULATION AND FAMILY PLANNING REPORT PILOT MODEL TO SUPPORT GIRLS Presenter: Dr. Nguyen Huu Dung Vice Director, Hai Duong DOH

CONTENTS SRB IMBALANCE SITUATION AND THE PILOT MODEL TO SUPPORT GIRLS 1 CONTENTS KEY ACTIVITIES IMPLEMENTED AND RESULTS AFTER 2 YEARS OF IMPLEMENTATION OF THE MODEL 2 3 ADVANTAGES, DISADVANTAGES AND RECOMMENDATIONS

Table 1. SRB of the country and of Hai Duong Part 1. SRB imbalance situation and the implementation of the model to support girls Over the last years, SRB imbalance has always been serious in Hai Duong and is one of the 7 highest SRBs in the country. Table 1. SRB of the country and of Hai Duong SRB Year 2009 2010 2011 2012 2013 2014 2015 2016 Vietnam 110,5 111,2 111,9 112,3 113,8 112,2 111,7 Hai Duong 120,2 122,0 121,3 121,4 118,9 118,3 117,0 116,2 With the attention and direction of MOH, GOPFP and the support of UNFPA (2012-2016), our SRB has gradually been decreased, on average by 0,88% points/years. In 2016 it was 116,2 boys/100 girls.

Table 2. Statistics on “Exemplary Girls” clubs Part 1. SRB imbalance situation and the implementation of the model to support girls Since 2014, with the support from GOPFP, the province has piloted a Model to support girls. This is one of the solutions to increase the status of women and girls in families and the community, contributing to reducing SRB imbalance. Table 2. Part2. Key activities implemented and results - Every year, a Model implementation workshop is organized with the participation of leaders of the DOH, Department of Education and Training, Provincial Office of Population and Family Planning, district Population and Family Planning Centers, district Education and Training Offices, People’s Committees, school management, Youth Union and Pioneer Union staff and commune population officers. Activities implemented at provincial level - 3 training courses was organized for 94 members of “Exemplary Girls” Club Management Boards to provide them with knowledge on gender equality, SRB imbalance, reproductive health (RH) and guide them on how to organize meetings/events and manage clubs. - Managing, administering and supervising the implementation of activities of the Model. Activities implemented at district level - Managing and administering the operation of the Model in pilot districts and communes.

Part2. Key activities implemented and results - Establishing and maintaining the operation of “Exemplary Girls” clubs. To date, there are 10 clubs with 350 members, who meet monthly. Topics of monthly meetings of clubs focus on gender equality, SRB imbalance and RH. Activities implemented at commune level - 40 seminars on gender equality, SRB imbalance and RH were organized for over 4,000 students at 10 lower secondary schools. - 10 corners on gender equality and SRB imbalance were established at 10 lower secondary schools. - 20 workshops were organized to reward 200 school girls with excellent performance in training and learning in pilot communes.

Part 3. Advantages, disadvantages and recommendations - Authorities of pilot communes/wards and pilot schools were committed and active in leading/directing the implementation of activities within the Model; some communes/wards and schools financed parts of the funding for communication activities and club meetings/events, provided materials/publications and equipment for the club. - The Model was supported and participated by students, especially girls in pilot sites. It has contributed to providing information for and raising awareness of children in general and girls in particular in terms of RH, life skills, gender equality, etc. With the knowledge provided, they became more open to friends, families and more confident in life.

Part 3. Advantages, disadvantages and recommendations - We received the collaboration of District Education and Training Offices - especially Pedagogical Councils and teachers of lower secondary schools - in communication activities to raise the awareness of adolescents in general and of girls in particular. - Activities assessed as the most effective in the Model were: direct communication and club meetings/events.

Part 3. Advantages, disadvantages and recommendations - The capacity of Club Management Boards and even of commune population officers is limited for developing contents of club meetings/events, presentations, etc. - Communication materials have not meet students’ needs. Students belonged to different age groups so it was difficult to have contents of club meetings/events suitable for all of them.

Part 3. Advantages, disadvantages and recommendations 1. We would like GOPFP to continue its technical support, especially in capacity building for officers involved in this Model at provincial/district/commune levels, teachers and Club Management Boards. Books guiding club activities and communication materials should be developed. 2. An assessment of the Model should be conducted as a basis for continued implementation and scale up. 3. We would like to receive attention, leadership, direction and support from MOH, GOPFP and international organizations so that we can achieve objectives set for population and family planning, especially to gradually address challenging problems in an effective manner.

THANK YOU.
