Priority areas and activities Corporate video

Why care about small enterprises Provide the daily bread for most of the global population Limited resources (money, time and personnel) Under pressure from complex markets, competition from bigger firms, government red tape and limited credit access and much more The work environment: Higher risks of accidents and occupational diseases Limited capacity to control (management attention and knowledge as well as time and money) More self-employed and informal sector under stressful conditions Peter Hasle, PPT – USE 2015 available at: http://www.useconference.com/images/custom/peter_hasle_keynote_use_2015v2.pdf

Why OiRA? Proportion (%) of enterprises reporting that they do not carry out regular risk assessment or other checks, by enterprise size, EU28? “It is not necessary, because we do not have any major problems” This is the main reason given for not carrying out a risk assessment – especially in very small enterprises “The necessary expertise is lacking” This is the second most important reason for not carrying out a risk assessment – especially in very small enterprises Many establishments rely on external contractors to carry out their risk assessments In some countries nearly all establishments outsource risk assessment whereas in others nearly all do them in-house “A lack of technical support or guidance” Given as a ‘major difficulty’ in dealing with health and safety by a quarter of all establishments with 10-19 employees Source: ESENER-2, EU-OSHA

Why OiRA? Enterprises need help in identifying risks (ESENER findings) There is sufficient evidence at EU/MS level to conclude that micro and small enterprises (MSEs) have some shortcomings/challenges to overcome when it comes to risk assessment (RA): “It is not necessary, because we do not have any major problems” “The necessary expertise is lacking” “A lack of technical support or guidance” “It is not necessary, because we do not have any major problems” This is the main reason given for not carrying out a risk assessment – especially in very small enterprises “The necessary expertise is lacking” This is the second most important reason for not carrying out a risk assessment – especially in very small enterprises Many establishments rely on external contractors to carry out their risk assessments In some countries nearly all establishments outsource risk assessment whereas in others nearly all do them in-house “A lack of technical support or guidance” Given as a ‘major difficulty’ in dealing with health and safety by a quarter of all establishments with 10-19 employees

Challenge: reach MSEs and get them to act The evidence gathered shows that in order to support MSEs in the implementation of initiatives to improve OSH, it is required: To support RA activities To target employment sectors To be appropriate: neither too complicated nor too expensive (guides, tools,…) To involve trade unions and trade associations To disseminate (practical solutions like tools) through personal contact To combine active interventions with practical documentation and tools The Agency’s OiRA tool and diffusion strategy meet these requirements Support RA activities: - The managers of these firms are not necessarily acquainted with the legislation and the obligation it entails (to assess the risks) Very often they do not have the time not the means, especially human resources, to perform RA Targeting employment sectors - The risk inherent to a sector can be clearly identified, the enterprises targeted are easier to reach via the trade federations in particular And people in the same sector “speak the same language”. So, action can be better targeted, more precise and more sector relevant Be appropriate: neither too complicated nor too expensive (offer support for free or at a minimal cost) - Making it practical and relevant. The tool should be suitable and meet enterprises´ expectations. It is important to test the tool among the end-users before launching it. - Keeping the cost down/offering tools for free. It is by proposing actions that are inexpensive, easily accessible and with very tangible content that OSH procedures (like risk assessment) can be initiated in MSEs. Involving trade unions and trade associations - It is often this way that information reaches the SMEs Their involvement can add credibility to the project in the eyes of the end user Source: Improving occupational safety and health in SMEs: examples of effective assistance. European Agency for Safety and Health, Luxembourg: Office for Official Publications of the European Communities, 2003

Project Goals OiRA aims: To contribute to the “development of simple tools to facilitate Risk Assessment” (Community Strategy 2007-2012) like OiRA (EU Strategic Framework on Health and Safety at Work 2014 - 2020). To develop and promote practical tools to help MSEs to put in place the RA process To help demystify the RA process among MSEs To build a critical mass of social partners (EU and national), governments, public institutions interested in developing and disseminating RA tools tailored to the specificities and needs of European MSEs

EU- Social dialogue partners National level Micro & small companies OiRA target audience EU sectoral social partners Already on board: 6 sectors EU- Social dialogue partners 28 EU Member States + Norway, Iceland and Liechtenstein + accession countries Public/National OSH Institutes Social Partners National level Here we want to underline that: EU-OSHA develops OiRA in collaboration with support and advice from the OiRA steering committee (all the important decisions related to the project are taken in the OiRA steering committee). We also inserted this slide to highlight the difference between the tools generator (the software/CMS that is used for developing the different tools) and the tools. The Agency took the Dutch software and adapted and improved it -> the tools generator. The OiRA tools generator has already been translated into Greek, French, Slovak, Czech, Slovenian, German, Spanish, Swedish. The generator is now at the disposal of the EU-OSHA intermediaries (national public authorities, social partners, accident insurances, etc.). They are encouraged and supported for developing their own tools. Once the tools have been developed (like the hairdressers tool for Cyprus), they are published and small and micro sized enterprises are encouraged to use them for conducting their risk assessment. The Agency is only playing a supportive role in this, by providing promotional material, giving advice and encouraging exchange within the community. The first OiRA tool developed is Hairdressing - Cyprus. Further OiRA tools on development: INRS-France on the Road Transport sector is being tested on the field (available soon) Belgium: Generic tool Cyprus: car repair and working in offices. Greece: butchers EU social partners private security sector: private security Micro & small companies 19.39 million micro and small enterprises in the EU27

Project Values The OiRA philosophy : Provision of free and open source software More than a software, a diffusion model where social partners play a key role OiRA tools available to the end-users free of charge Development of an OiRA community: Sharing tools (possibility to clone and translate/adapt tools from other countries/sectors) Sharing of experiences/good practice

OiRA Main Statistics 106 OiRA tools have been published and 25 are under development (03.10.2016). The OiRA community is made of 15 OiRA national partners plus the EU sectoral social partners who developed an EU tool for their sector (6). The number of accounts that have been created since August 2011 is: 34.365 (03.10.2016). The number of accumulated risk assessments carried out with OiRA (accumulated assessment since August 2011) is: 47.511 (03.10.2016).
