FRA for monitoring and promoting SFM in the UNECE region UNECE/FAO Integrated Work Program (Work Area 2 – Regional FRA) FRA for monitoring and promoting SFM in the UNECE region by Alexander V. Korotkov UNECE Timber Branch

UNECE/FAO Integrated Work Program (Work Area 2) Currently, the most acute need, the main issue, and the major challenge in this area is to formulate a clear vision (and to provide guidence) on Organisation and Direction of the Regional UNECE/ FAO (Geneva) FRA work.

Presentation outline Introduction and FRA background FRA-related developments in 2003-2004 Global FRA Advisory Group Regional FRA Team of Specialists Informal Survey on Regional FRA work Global-Regional FRA co-opertion Global FRA-2005: contents, implementation Future FRA work (MCPFE and FRA-2010)

Regional FRA background JWP 2003 recommendations Global FRA context (COFO 2003) « … necessity of maintaining a strong regional activity in forest resources assessment to satisfy specific regional needs and to complement the emerging global FRA » Global FRA 2005 update MCPFE C&I – Warsaw round

Advisory Group to Global FRA AG meetings in March and November 2003 Improvements of the FRA 2005 scope and contents (reporting components) Network of FRA National Correspondents Proposals for finalising FRA 2005 docs … COFO 2003 on FRA work: - high priority to FRA; - improving compatibility at different levels; - appreciation and valuing FAO-UNECE-UNEP collaboration FRA …

Issues to note for the FRA guidance - to take note of the COFO support and governance of the global FRA, aspects of the preparation for the global FRA 2005 update, and the regional ECE/FAO contribution to te process, to take note of the procedures of the preparation of the global FRA update 2005 to take note of the Advisory Group role

NFI capacities to respond to FRA and C&I for SFM demands Tentative evaluation/ estimation: Lithuania (Dr. Andrius Kuliešis) - Lithuanian NFI directly could provide by information approximately for 60 per cents of all variables. 20 per cents of all variables, especially on other wooded land, require some additional evaluation. The rest 20 per cents of variables should be estimated, using sources of other inventories or assessments. Liechtenstein - only about 60 % of the quantitative indicators of SFM currently could be reported …

Some FRA challenges Transformation of national data into internationally comparable once (even more transparency, methodology, etc) Terms and Definitions (some revisions and adjustments appeared unavoidable) New areas (e.g. socio-economic) coverage Approaches to some new parameters (e.g. forest condition, carbon accounting, etc) How to reconcile information needs/requirements with “realities” /capacities to report data … How to reduce reporting burden on countries …

The Working Party is invited … to review and comment on the activities, which are being implemeted under Work Area 2, and on the future of the regional FRA-related work The following issues and questions are to be addressed in particular: ……

Issues/ questions to be addressed What should be strategic objectives of Work Area 2 for the next 4 years, and whether resources are adequate to achieve these objectives ? What are specific needs in regional UNECE/ FAO FRA (Geneva) work in the context of the current global FRA methods and coverage ? What would be the specific importance of the egional FRA work, and what «value-adding» is expected additionally to the global FRA ?

Issues/ questions to be answered (cont.) What resources are needed for the FRA-related work in the Timber Branch on a permanent basis, and during the intensive cycles of the implementation ? How can the global and regional FRA processes be managed and co-ordinated to achieve an optimum balance between global and regional objectives and capacities ? What support and technical guidance from the global FRA are expected for regional FRA work ?

Issues/ questions to be answered (cont.) Is it necessary to continue the work of the regional FRA Team of Specialists after its Mandate is expire ? What is the main focus, and the future Terms of Reference of the regional FRA TOS (if any) should be? What other methods of the regional FRA-related work are suitable, if «No» to the Team of Speciailists?

The Working Party is invited to provide recommendations concerning the future of the Work Area 2 of the UNECE/ FAO Integrated Programme, including the planning for the period 2004-2008. This planninng and recommendations will contribute to the Strategic Review of the UNECE/ FAO Integrated Programme of Work …
