Civil Society Dialogue with the Government 4th March 2017

ESSENTIAL SERVICES WATER, SANITATION AND HYGIENE Water security plans must ensure availability of water at each individual household level instead of community level. Flexibility in terms of menu of options for toilets and choice of materials including local materials for construction of sanitation facilities. In case of leach pit latrines, the provision of twin pits should be compulsory. Target oriented approach under SBM should have also target oriented behavior change inbuilt. Fecal Sludge Management has to be an integral part of sanitation programme and sanitation needs to be treated beyond toilets.

ESSENTIAL SERVICES SCHOOL EDUCATION AND QUALITY LEARNING A State Policy on School Education focusing on: Timely Compliance with RTE norms and provisions; Concrete Action Plan for achieving MLE in schools; Curriculum & TLMs to focus on equity and quality addressing the diversity of learning levels of students; Implementing CCE to ensure both “assessment for learning and assessment of learning.” Setting up of a Regulatory Body for private schools. Introducing fair and transparent HRM system for teachers’ recruitment, training/development and transfer. Improving Community oversight by Strengthening SMCs/SMDCs & Involving CSOs in the capacity building process Reconstituting State Advisory Board of Education

ESSENTIAL SERVICES HEALTH AND WELLNESS Need for a comprehensive medium term State Health Policy to attain UHC A strong “Health-Nutrition Mission” to address the emerging issues - multi-sectoral approaches to address public health issues An appropriate regulatory framework to address access to quality health services – public and private sector A strong focus and program on Tribal Health

FOOD AND NUTRITION SECURITY ESSENTIAL SERVICES FOOD AND NUTRITION SECURITY Bringing out Odisha State Food and Nutrition Security Rules (under NFSA 2013) State Hunger Mapping, Micronutrient prevalence and deficiency survey Bringing out State Food and Nutrition Report with ranking of the districts and blocks Bring out a comprehensive regulation and policy on food fortification with strong safety and safeguards and regulatory measures. A Centre for Excellence on Sickle-Cell Anaemia and Anaemia Management in Odisha Priorities actions on Village Health Nutrition and Sanitation Day (VHNSD) with the supervision of the PRIs. Organise Special Gram Sabha on food and nutrition AWCs to be declared as a Centre of Excellence and conversion of all Anganwadi centers into daylong crèches

RURAL LIVELIHOODS EMPLOYMENT, SKILL & MIGRATION State Welfare Board for non-construction and migrant workers for customized social security and welfare provision; State policy on portability of PDS and other entitlements for intra-state migrant workers; Panchayat level registration of migrant workers & tracking mechanism (Amendment in the state rule of ISMW Act 1979); Adoption of the Mayurbhanj MGNREGS model; strengthening MGNREGS governance Provision of 150 days’ employment under MGNREGS to FRA beneficiaries, PVTGs, PWDs, migrants and disaster affected people;

RURAL LIVELIHOODS RAIN-FED AGRICULTURE Comprehensive Drought proofing strategy with focus on agro ecology for most vulnerable blocks in Odisha Groundwater Policy with focus on aquifer based Participatory GW management.  A pilot initiative on Desi Birds in 50 - 100 clusters with 5 - 7 Crores rupees of investment. 

Effective Implementation of the Forest Rights Act, 2006 TRIBAL EMPOWERMENT AND DEVELOPMENT State Tribal Development Policy: a direction towards self-governance and well-being of Scheduled Tribes of Odisha State level Legislation on TSP: fixing accountability for planning and budgeting at all level Conformity of all state legislations with PESA Effective Implementation of the Forest Rights Act, 2006 Recognition of Community Rights (Community Forest Rights, Community Forest Resources & Habitat Rights) Conversion of forest villages into Revenue villages Special awareness drive for Gram Sabha and sensitization program for members of various authorities and SFD; Forest based livelihoods – implementation of Minimum Support Price mechanism for NTFP Revamping Tribal Development Administration

INCLUSIVE GOVERNANCE AND ACCOUNTABILITY Citizen-led Community Accountability to be mainstreamed planned initiatives from the Panchayat upwards Consultative forums to be activated for strengthening collaboration and convergence between Government, Civil Society and Private Sector Platform for sharing best practices and replicable models
