An Apex Corporation under the Ministry of Social Justice & Empowerment PROFILE OF NSKFDC An Apex Corporation under the Ministry of Social Justice & Empowerment Established under the erstwhile Section 25 of Companies Act-1956 as a Company “Not for Profit” Working for Socio-Economic Development of Safai Karamcharis including Wastepickers, Manual Scavengers & their dependants Incorporated on 24th January, 1997 & commenced its operations from October, 1997

PROFILE OF NSKFDC VISION MISSION To strive for elimination of inhumane practice of manual scavenging and socio-economic upliftment of Safai Karamcharis/Manual Scavengers and their dependants. VISION To endow alternate means of livelihood to Safai Karamcharis/Manual Scavengers and their dependants to enable them live with dignity, honour and pride along with the mainstream of the Society. MISSION

MANUAL SCAVENGERS (MS) PROFILE OF NSKFDC MANUAL SCAVENGERS (MS) “Manual Scavenger” means a person engaged or employed by an individual or a local authority or a public or private agency, for manually cleaning, carrying, disposing of, or otherwise handling in any manner, human excreta in an insanitary latrine or in an open drain or pit into which the human excreta from insanitary latrines is disposed of, or on a railway track or in such other spaces or premises, as the Central Government or a State Government may notify, before the excreta fully decomposes in such manner as may be prescribed, and the expression “manual scavenging" shall be construed accordingly. TARGET GROUP SAFAI KARAMCHARI (SK) A Safai Karamchari means a person engaged in, or employed for any sanitation work, including rag picker/wastepicker. DEPENDANTS Dependant means member of his/her family who is dependent on him/her & attained the age of 18 years & above for the purpose of availing loan. 18 years to 40 years at the time of completion of course for the purpose of taking benefits of Skill Development Training.

MANUAL SCAVENGERS/SAFAI KARAMCHARIS AND THEIR DEPENDENTS Target Group under NSKFDC Scheme MANUAL SCAVENGERS/SAFAI KARAMCHARIS AND THEIR DEPENDENTS For identification of Manual Scavengers State wise list of identified Manual Scavengers available on mssurvey.nic.in (Data of 13,359 Manual Scavengers has been uploaded on the website www.mssurvey.nic.in, by 13 States.) Agency(ies) for identification of Safai Karamcharis and their dependents Local Revenue Officer Local Municipal Officer Cantonment Executive Officer Railway Officers Heads of Govt. Departments Elected Members of Municipal Body/Pradhan of Gram Panchayats Regional Managers of Regional Rural Banks (RRBs)/Nationalized Banks Agency for identification of Wastepickers and their Dependents NSKFDC has written to states to confirm the agency for identification and certification of wastepickers Karnataka has confirmed Municipal Corporation as the concerned agency and Municipal Corporation has also issued ID Cards to wastepickers Tripura has confirmed that elected representatives will certify wastepickers

Training under NSKFDC Scheme Training as per Common Norms – (including 100 hrs OJT) Training through Sector Skill Councils and Govt. sector training institutions like CIPET, ATDC, FDDI etc. Beneficiary to be trained only once under NSKFDC schemes Stipend @ Rs. 1500/- per month (Rs. 500/- p.m. for residential training) for Safai Karamcharis and their Dependents having minimum 75% attendance on monthly basis Stipend @ Rs. 3000/- per month for Manual Scavengers and their Dependents subject to their having minimum 75% attendance on monthly basis

Challenges with Target Group Most MS/SK are illiterate/uneducated Large family size – 4 to 6 childrens Habitual of drinking/domestic violence Prone to diseases and health issues Lack exposure or experience of doing any work other than sanitation or labour work Not willing to engage themselves for long hours Very immobile – not willing to leave native place

Challenges with Target Group Express doubt about outcome of training Mainly attracted by stipend – make it a pre-condition to attend Poor in everyday financial management Exploited by their own community leaders Lack of knowledge and confidence for taking up any income generating activity

Key Points to Keep in Mind Candidates belong to the target group – Manual Scavenger/Safai Karamcharis, Wastepickers or their Dependents Age of candidate is 18-40 Years at the time of course completion Trainees mobilized not beyond 5-7 Kms distance from the training centre Candidate is willing and motivated for undergoing the course, Stipend is not the lone motive for undergoing training Candidate selected through Selection Committee Meeting with representation of State Channelising Agency, NSKFDC, SSC and representative of NGO having worked with the target group Training to be commenced only after obtaining necessary approval of NSKFDC

Key Documents to be Collected Documents to be collected from the candidates:- Copy of Aadhaar Card Copy of Bank Pass Book Documents for Educational Qualifications Passport size Photograph Occupation Certificate in case of Safai Karamcharis/Document establishing proof of relationship in case of dependents In case of MS, confirmation with the website data that candidate himself/herself is a MS or and document establishing proof of relationship in case of dependents Undertaking that candidate has not undergone/undergoing training under NSKFDC schemes

Steps – Pre Training NSKFDC has signed MoA/in the process of signing MoA with Sector Skill Councils Notional allocation given to SSCs for the FY 2017-18 in phased manner for mobilization of candidates from the target group of NSKFDC SSCs to submit their proposals in the format given by NSKFDC for organizing SDTP against their notional allocation

Steps – Pre Training SSCs/TIs to take action for mobilisation of candidates from the target group and call for the meeting of Selection Committee At least five working days’ notice required Selection Committee would consist of: SSC and their Training Partner District Social Welfare Officer/District level official of SCA NSKFDC representatives Representative of NGO having worked with the target group of NSKFDC Minutes of selection committee meeting in the prescribed format along with list of candidates finalized and signed by the concerned authorities on the same day Acceptance of minutes of meeting by NSKFDC

Steps – Pre Training Issue of Sanction Letter to SSC Uploading of candidate details selected during the selection committee meeting in the NSKFDC portal Requirements with regard to following met by the TP, validated & certified by the SSC, followed by request for commencement: Qualified Trainers duly certified by the SSC hired Infrastructure at training center as per common norms guidelines Mandatory arrangement of live CCTV Camera & live Biometric Attendance NSQF compliant syllabus along with course material for the mutually agreed job roles between NSKFDC and SSC

Steps – Pre Training Inspection of selected Training Centers by NSKFDC Written confirmation of commencement date by NSKFDC SSC should confirm the list of candidates having minimum 75% attendance on completion of one month of training for payment of stipend and course fee

Steps – During Training Beneficiaries would need adequate motivation for getting trained Slow learners – extra efforts required by training provider Necessary motivation by the trainers for being regular Stipend will only be provided twice during the training period irrespective of course duration Soft skills like basic literacy, health and hygiene, personal grooming etc. may need to be taught. Life Skills – Domestic harmony/Family planning/Financial Management Job employment/job work linkages and support required – on the job training is a necessity

Steps – Post Training Assessment and Certification of Trainees by the Sector Skill Councils Job/self employment to at least 70% trainees One month of On Job Training preferably by forming SHGs for providing them job work or small production work as per scope Tracking & handholding of candidates for at least 6 months to facilitate Job/Self employment
