Focus on women but men not excluded SC/ST, Minorities Rural Areas

Political will to percolate Corporate social responsibility yet to pick up Participation of NGOs in Basic literacy should increase Convergence as visualised does not easily translate Literacy not just the domain of one Dept/Ministry Literate to realise this as much their responsibility as anyone else’s
