New Reporting Requirements for 2017 - 2018 Accountability Domains – HB 2804 Military Enlistment Indicator Code – Reported in Fall Submission Performance Acknowledgements – Reported in Fall Submission Ratings for 3 Community and Student Engagement Indicators chosen in the 2016 2017 PEIMS 3 Submission – Reported in May 2018 so it will probably be a new CORE Collection Student Language Code What language does your child speak most of the time? – Reported in Fall Submission

House Bill 2804 Accountability Domains

House Bill 2804 Accountability Domains During the 84th legislative session (2015) HB 2804 was passed. HB 2804: Modifies the accountability specifications Identifies criteria in 5 domains

House Bill 2804 Accountability Domains Data for the first, second, and third domains pertain to assessments. This data already exists or can be calculated from data that already exists, therefore no new information needs to be obtained.

Fourth Domain - Military MILITARY–ENLISTMENT–INDICATOR–CODE Per TEC 39.053(c)(4)(a)(ix) – TEA is to collect the percentage of students who enlist in the armed forces of the United States (after graduation). New validations will be created to support the requirement. The MILITARY–ENLISTMENT–INDICATOR–CODE is applicable to all students regardless of graduation plan.

Fourth Domain – Performance Acknowledgement AP–IB PERFORMANCE–ACKNOWLEDGEMENT Indicates whether a FHSP student graduate has earned a performance acknowledgement for outstanding performance on a College Board AP test or IB examination. BILINGUALISM–BILITERACY–PERFORMANCE ACKNOWLEDGEMENT Indicates whether a FHSP student graduate has earned a performance acknowledgement for outstanding performance in bilingualism or biliteracy.

Fourth Domain – Performance Acknowledgement CERTIFICATIONS–LICENSURES–POST–SECONDARY– CERTIFICATION–PERFORMANCE–ACKNOWLEDGEMENT Indicates whether a FHSP student graduate has earned a nationally or internationally recognized business or industry certification or license. COLLEGE–READINESS–ASSESSMENTS PERFORMANCE– ACKNOWLEDGEMENT Indicates whether a FHSP student graduate has earned a performance acknowledgement for outstanding performance on the PSAT®, the ACT-Plan®, the SAT®, or the ACT®.

Fourth Domain – Performance Acknowledgement DUAL–CREDIT PERFORMANCE–ACKNOWLEDGEMENT Indicates whether a FHSP student graduate has earned a performance acknowledgement for outstanding performance in a dual credit course.

Fifth Domain – CASE Indicators Community and Student Engagement Indicators The CASE indicators selected in the 2016-2017 school year, during Submission 3, will be reported to TEA prior to the end of the 2017-2018 school year. These ratings will most likely not be reported in Submission 3 due to timing. Deadline will probably be May 15, 2018.

Fifth Domain – CASE Indicators Each district and campus will be required to submit their ratings for the 3 CASE indicators they selected in the previous school year. These will be validated with a fatal edit. The Fifth Domain requirement to rate 3 CASE indicators on an A-F scale does not replace the requirement for districts/campuses to submit ratings for each of the 8 Category Codes currently collected in Submission 3.

Fifth Domain – CASE Indicators The Performance Rating scale that will be used: An overall or a program or category performance rating of A reflects exemplary performance. An overall or a program or category performance rating of B reflects recognized performance. An overall or a program or category performance rating of C reflects acceptable performance. An overall or a program or category performance rating of D or F reflects unacceptable performance.

Student Language Code

Student Language Code Background – United States Department of Education: The United States Department of Education (USDE) – EdFacts Submission System (C141 – LEP Enrolled File Specifications) requires the native language be submitted. As defined by the USDE, the native language can be: The language normally used by a child or youth The language normally used by the parents of the child or youth

Student Language Code Background – Texas Legislation: Texas Administrative Code (TAC) §89.1215. Home Language Survey states: a) School districts shall conduct only one home language survey of each student. The home language survey shall be administered to each student new to the school district and to students previously enrolled who were not surveyed in the past. School districts shall require that the survey be signed by the student's parent or guardian for each student in prekindergarten through Grade 8, or by the student in Grades 9-12. The original copy of the survey shall be kept in the student's permanent record.

Student Language Code Background – Texas Legislation: b) The home language survey shall be administered in English and Spanish; for students of other language groups, the home language survey shall be translated into the home language whenever possible. The home language survey shall contain the following questions. 1. "What language is spoken in your home most of the time?" (E0985 – Home Language Code) 2. "What language does your child speak most of the time?"

Student Language Code Background – Texas Legislation: c) Additional information may be collected by the school district and recorded on the home language survey. d) The home language survey shall be used to establish the student's language classification for determining whether the school district is required to provide a bilingual education or English as a second language program. If the response on the home language survey indicates that a language other than English is used, the student shall be tested in accordance with §89.1225 of this title (relating to Testing and Classification of Students).

Student Language Code Currently, only the Home Language Code (E0895) is collected: E0895 - Home Language Code is defined as the language spoke in the student’s home, as determined by the student’s Home Language Survey.

Student Language Code Implications? Since TEA is only collecting the Home Language Code (E0895), this results in students who are reported as Limited English Proficient (LEP) sometimes being identified as an English language speaker when, in fact, the student’s language is likely not English.

Student Language Code Addition of data element STUDENT-LANGUAGE-CODE to the StudentExtension Complex Type. Update existing Student Indicator Report by Grade (PDM1-120-012) to include the Student Language Code data element. Update existing validations to include the new Student Language Code data element.

Student Language Code The Student Language Code will need to be populated for all enrolled students effective with the 2017-2018 school year otherwise a data load error will occur. Two vendors have confirmed that this can be automated to assist districts with the process. Vendors will be encouraged to begin programming this change during the 2016-2017 school year in order to prepare for the following year. This will be discussed in the Summer Vendor Training (July 27, 2016). There are less than 6,000 students currently identified as LEP with Home Language of English.
