United Nations Human Settlements Programme - Iraq Rehabilitation of Damaged Houses in Newly Liberated Areas in Iraq, Ramadi Content Assessment and Classification Selection of houses for Rehabilitation Execution through community-based approach Lessons Learned and Good Practices United Nations Human Settlements Programme - Iraq

Urban Recovery Activities United Nations Human Settlements Programme - Iraq

Project Brief: Urban Recovery Project in Ramadi Project Sites: Temeem and Kilo 7, Ramadi Beneficiaries: 489 Houses, 723 Families, 3419 Individuals Approach: Community Based-Approach United Nations Human Settlements Programme - Iraq

United Nations Human Settlements Programme - Iraq Pre-Assessment Area of assessment is selected based on confirmed information from relevant Government Institutions, S-NFI cluster, UN-Agencies and NGOs that this area is relatively safe and IDPs are willing to freely return or IDPs have started returning; In coordination with relevant government authorities at national, governorate and local levels, targeted communities are selected for assessment; Approval and area of assessment is sought from governing authority to proceed. United Nations Human Settlements Programme - Iraq

Assessment and Classification Community selected for assessment is marked in zones and numbering assigned to each house, for example: Zone A, B, C and House No. A1, B32 etc. A comprehensive building condition survey and assessment is conducted by civil engineers, the inspection focuses on two main building features: Exterior building conditions; components of the building envelope (i.e. structure, walls, roof, windows and doors, balconies) Connection to services; building connections to infrastructure networks (i.e. wastewater, domestic water supply, electricity) United Nations Human Settlements Programme - Iraq

United Nations Human Settlements Programme - Iraq Sample Project Site Map – Tameem, Ramadi United Nations Human Settlements Programme - Iraq

United Nations Human Settlements Programme - Iraq Classification of Damages In order to clearly categorise the buildings into various degrees of damage, UN- Habitat Engineers internally designed the below classification procedure: The evaluation procedure for each building feature is conducted and adhered to four rating criteria as follows: Good – No apparent problems visible Fair – Minor/Medium Repair: Minor/Medium repairable problems visible and structurally sound. Poor – Major Repair: Failure apparent including significant damages. Damaged – Replacement: Extensive damage or totally destroyed. The evaluation procedure of services for each building is conducted and adhered to three rating criteria as follows: Good – Connected to services with no or minor issues Poor – Connected to service with major problems No existent – Service not existent United Nations Human Settlements Programme - Iraq

Sample of data collected in section of Tameem, Ramadi Total Number of Houses Assessed 636 STRUCTURAL CONDITION No. % EXTERNAL CONDITION Good Buildings have no visible sign of damage or failure 18 3 Buildings have good exterior conditions with no failure or problems of any kind Fair Buildings show minor damage, structurally sound 127 20 Buildings have fair exterior conditions with minor to medium problems, slight cracks, damaged components that are repaired easily. Poor Buildings show severe cracking or damaged structural supporting elements. Buildings in critical state. 171 27 Buildings have a poor exterior condition with distinct signs of failure including cracks, damaged components which require major repair Damaged Buildings are totally destroyed 320 50 Buildings dilapidated exterior condition resulting in extensive damage Sample of data collected in section of Tameem, Ramadi United Nations Human Settlements Programme - Iraq

United Nations Human Settlements Programme - Iraq Building connected to wastewater network Total Number of Houses Assessed 636 CONDITION No % Good Buildings are connected to individual wastewater network/septic tanks and plumbing system is properly installed with minor or no leakages. 298 47 Poor Buildings are connected to the wastewater network and/or septic tanks with major leakage problems and/or blockages in plumbing system/not in use 338 53 Not Existent Buildings are not connected to a sewer and discharge their waste into open drains/on the street. United Nations Human Settlements Programme - Iraq

Key Considerations on Selection of Houses for Rehabilitation Cost of rehabilitation of houses that falls within the agency’s budget per house are selected. Further selection criteria is used when the total cost for selected houses is above project budget. The following are then considered using a points based system in consultation with the community- based committee: United Nations Human Settlements Programme - Iraq

United Nations Human Settlements Programme - Iraq Beneficiary Selection Criteria Female headed households Household with young pregnant female Number of infants under age 6 in the household Elderly (over age 60) headed household without support from children and relatives Household with a child with physical disability Household with a member who is under severe medical condition and needs constant life-saving treatment Household without income/financial assistance United Nations Human Settlements Programme - Iraq

Execution through Community-based Approach The community-based approach through the set-up and operation of community-based committees in the targeted communities to facilitate programme implementation. National NGO partner engaged to train community members on construction related technical skills training programme in relevant technical skills to maintain houses and basic community infrastructure executed under the project. Returnees engaged in rehabilitation/installation activities. Implementing contractors employ members of the communities which contributes to improve their livelihoods. United Nations Human Settlements Programme - Iraq

United Nations Human Settlements Programme - Iraq Lessons Learned and Good Practices Effective involvement of community members through community- based committees to ensure effective flow of communication between the project and communities. The established community-based committees ensure sustainable representing and coordinating with UN agencies and NGOs operating in the project area, contributing to facilitate returns to and recovery of Ramadi. Perception gap over compensation from the Government and rehabilitation support from the project. United Nations Human Settlements Programme - Iraq
