Highway Performance Monitoring System Implementation Using FME Tom Roff, FHWA GIS/Database Applications Project Manager Shuqing Wang, INDUS Applications Developer

Background How a road is funded. Highway Trust Fund Apportionment Formulas Length Lane-Length Vehicle-Miles Traveled

Highway Performance Monitoring System Annual Submittal 65 attributes Inventory Condition – Pavement Performance – Traffic and Congestion Other primarily for safety analysis

Previous version was a flat table of attributes The Problem Previous version was a flat table of attributes Only reliable for State level statistics Data not referenced to a location Tremendous burden goes to transforming data from a State System to a Federal Reporting System Realization that we must go spatial!

Failed Attempts TIGER Digitized DLG Commercial Datasets – GDT, NAVTEC And something called the NHPN… (Don’t worry about what this is because it does not work)

…which brings us to Massachusetts The 2003 Massachusetts HPMS submittal looked something like this after we DynSeged it to NHPN

Massachusetts After Contacting MassEOT and using their network…

Massachusetts Something that was also sent from MassEOT

STOP TRYING TO FORCE FIT STATE DOT DATA INTO A FEDERAL NETWORK!!! Wake up STOP TRYING TO FORCE FIT STATE DOT DATA INTO A FEDERAL NETWORK!!!

Adoption of the State DOT Networks Most States have a more complete Networks Some have complete coverage of all public roads The accuracy of most states is 1:24,000. A handful are accuracy to 1:5,000 Adoption of state networks would eliminate maintenance and associated costs from FHWA The State DOTs are maintaining their networks for their own business needs Often, the state networks are integrated with the states traffic, bridge, and pavement management system. Some are integrated with rail networks

Linear Referencing The advantage to using a linear reference system is that the display of features is not dependant on the spatial accuracy of a geographic network. An event will always be displayed on the road.

Data Model

State Networks Transportation for the Nation – TFTN Initiative to establish one road network for the entire nation It should reside at the USDOT Emphasis to use HPMS as the starting point for the TFTN Initiative
