Objective Contribute to the Assessment Based National Dialogue (ABND) by: Providing quantified data regarding gaps in terms of population coverage, coverage adequacy and availability of supply  contribute to identify most urgent needs for further government actions

Indicators’ specification

A wide range of tools: from composite indexes – ex: the Social Protection Index (ADB) | Based on a set of four indicators (or groups of indicators): Social Protection Expenditure Indicator: SP expenditure as % of GDP Social Protection Coverage Aggregate indicator: SP beneficiaries as % of target population Poverty Targeting Indicator: Poor SP beneficiaries as a % of poor population Social Protection Impact Indicator: Per capita SP expenditure going to the poor as % of current poverty line)

Social Protection Index (foll.) Caveat Indicators may be the same… but definitions different The objective of the assessment is not to compare countries but to provide a baseline and monitor progress We want a « simple » but robust approach for the assessment: a crude identifier of the most urgent needs for government actions as well as support through the UN system
