impact of medicaid expansion on hospitals

the data Source: Colorado Hospital Association DATABANK Monthly reported financial and volume data Represents 450 hospitals in 25 states Southern states included: Arkansas, Mississippi and Louisiana Medicaid Expansion Impact Study 13 states expanded Medicaid; 12 states did not Data represents 2014 second quarter of data compared to 2013 second quarter data

impact in expansion states Proportion of charges covered by: Medicaid increased from 15.1% to 19.1% (+ 4 pts) Self-pay decreased from 4.6% to 2.3% (- 2.3 pts) Commercial, other payers decreased from 41.2% to 39.2% ( - 2 pts)

impact in non-expansion states Proportion of charges covered by: Medicaid increased 13.1% to 13.6% (+0.5 pts) Self-pay decreased from 6.4% to 5.2% (- 1.2 pts) (No change in commercial and other payers charges) Small growth in Medicaid charges and decline in self-pay likely due to the “woodwork (or welcome mat) effect”

charity care and ed visits Average charity care per hospital in expansion states decreased from $2.8 to $1.5 million Average charity care per hospital decreased from $4 to 3.4 million in non-expansion states Average number of ED visits to hospitals in expansion states increased 5.6%, compared to 1.8% in non-expansion states
