Levels of Service The main drivers for change in LoS are: Customer feedback Legislative requirements Council’s Strategic goals RMP; Community Plans; Dargaville Placemaking; Kaiwaka Improvement Plan; and Mangawhai Community Plan.

Levels of Service Levels of Service Customer Expectations Information gained from customers on what they value and the expected quality and needs. Strategic and Corporate Goals These identify the overall direction of the organisation and provide a framework for the Levels of Service. Levels of Service Compliance Requirements These statutory and other requirements set the minimum Level of Service that must be provided.

Customer Expectations Public toilets are provided to meet demand or where the environmental impact is high. Toilets are accessible, safe to use and fit for purpose. Playgrounds are fit for purpose and safe. Parks car park/access way are well maintained. Walkways are well maintained. Sports fields are fit for purpose e.g. adequate changing rooms, parking, drainage, and toilets. Gardens are focused in key locations (town centres, key facilities and town entrances). Communities work in partnership with Council to develop their public places.

Compliance Requirements Wastewater and water systems (toilets and campgrounds) are compliant and fit for purpose Asset Management Improvement Programme implemented Playgrounds are safe and meet playground standards

Future Demand Compliance costs; Aging but increasingly active person moving towards unstructured less formal activity – cycling, walking; District’s Maori population is growing and is comparatively youthful - swimming, rugby/netball; Mangawhai and south-west growing faster that District; Population fluctuations particularly summer; and Dargaville has a declining population – investment in recreational facilities may support economic development initiatives.
