North Dakota Department of Commerce Workforce Enhancement Grants State funded program directed to the designated training institutions for grants to develop or enhance training programs in response to business and technology needs. Supported by industry contributions. Tribal College Grants State program to assist tribally controlled community colleges in preparing students for the state’s high demand jobs. The grant also allows the community colleges to assist students in establishing in-state businesses. Rural Healthcare Workforce Grant Grant awarded to Area Health Education Centers (AHEC) to improve access to healthcare in rural and medically underserved areas by developing programs that recruit staff and encourage North Dakota’s youth to pursue healthcare occupations. WEG – Requires dollar for dollar match – recipients are BSC, WSC, LRSC and NDSCS. Developed in 2007, Approximately 3200 students and workers have received training through WEG funded programs since inception. TCG – started in 2013 – Recipients are CCCC, TMCC, SBC, UTTC, and NHSC. Seeing graduates come out. Concentrations of high unemployment in the state. Annual report due to Commerce the end of July to see results

Find the Good Life in North Dakota is a private/public sector funded program designed to help solve the greatest challenge facing our business community: workforce development, recruitment and retention. So it began to get workers…. However as we began to work on this, we realized we were fighting an image. Eventually we evolved into a image campaign with a workforce emphasis. The campaign relied on the buy-in of major employers. Companies that stepped in to support the campaign were Hess, Sanford, KLJ, NISC, Great River Energy, AE2S, Scheels, American Crystal Sugar, CHS, Midco, Newman

Website 106,000+ Unique Users 69% are accessing via mobile or tablet Top States: Illinois, Minnesota, Pennsylvania, Michigan, California Website was launched in May 2014 – major driver… place for answers. We will come back to this later.

Social Media Efforts ExperienceND Facebook Page Fan recruitment ad campaign March-June Promoted post campaign March-June Fargo post got 1,667 likes and 355 shares Website conversion campaign March-June The three of these has increased traffic to the Facebook page and more than doubled the fan base to 13,593. Now this is 19,988 due to increased messaging and interaction

Recruiter Network Employer driven network of HR Recruiters working collaboratively to recruit out of state job seekers and retain the existing workforce. Operation Intern Program Aimed at students attending ND colleges or universities.* Student must be taking at least 6 credits during the internship or the semester prior to the internship. Can pay up to $3,000 per intern (max $30,000 per business) for biennium program. Can be used for salary, travel, tuition, housing assistance, tools, equipment, etc. 50/50 match for paid internships The intent of the program is to encourage businesses to hire interns and for ND students to stay and work in the state. Being so close to MN, exceptions can be made to this for students attending across the border schools/universities. It will be asked of the company to provide documentation the student attending the MN school was the best candidate and that ND students were interviewed or that it was hard to fill. Students do need to be taking at least 6 credits during the internship or the semester prior. Students can receive up to $3,000 for salary, travel, tuition, books, housing assistance, tools and equipment. It is up to the company how they would like to allocate the money. The program is a 50/50 match for paid internship positions with the reimbursement going to the company not the student.

Funds are obligated on a first come/first serve basis. The program follows the state biennium (2 years) Companies must be located in ND and the work must be performed in the state. Can also be used for high school juniors, seniors and apprenticeships. The apprenticeships do need to be registered apprenticeship program. The primary focus is the top five industries but 30% of the funds are allocated to high wage high demand careers as determined by Job Service. Funds are obligated on a first come/first serve basis. The program is a 2 year program which follows the state bienium.

This is the OFFICIAL definition of Registered Apprenticeship. Workers learn the practical and conceptual skills required for a skilled occupation, craft or trade.

There are numerous opportunities across the USA Programs are not just time-based, but competency-based and hybrid as well Registered Apprenticeship celebrates it 80th year in 2017. Apprenticeship is a proven job training strategy. It’s not just for “Unions”

5 Components of Any Registered Apprenticeship Program Employer Involvement Programs start with employer needs; employers are the foundation for the program Structured and Supervised OJT Provided by employer; competencies are attained through OJT; minimum of 2000 hours Related Training and Instruction Called the “RTI” – the classroom training portion or associated curriculum (144 hours per year recommended) Rewards for Skill Gains Progressive wage increases commensurate with increase in proficiency National Occupational Credential RA Completion Certificate is a recognized post-secondary credential under WIOA (Section 3(52)) Must have these 5 components or its not a “Registered Apprenticeship” program.

The Quality Difference Not Your Webster’s Dictionary Apprenticeship Registered Programs Non-Registered Programs 5 core components in every program “Registered Apprenticeship programs are not subject to the same application and performance information requirements…as other providers because they go through a detailed application and vetting procedure…” (e.g., TEGL 41-14, page 8) Performance evaluation includes: Quality Assurance Assessments EEO Compliance Reviews Completion rates 29 CFR Part 29 / 29 CFR Part 30 Generally do not consist of the same five core components or to the same extent May only have OJT (no RTI) OJT may be less than 2000 hours May not have progressive wage increases Can lack safety and quality standards May not have recognized credential that is portable, stackable Etc. My job at the Office of Apprenticeship is to ensure that programs meet high standards and to ensure the welfare and safety of the apprentice.

Every Registered Program Has “Standards of Apprenticeship” Includes the Work Process Schedule, which is where the description and details pertaining to OJT and RTI ‘live’ “Standards of Apprenticeship” This is the document that lays out the organized OJL and RTI plan for the apprenticeship program. “This document spells out how a program is run and operated by the sponsor, the apprentice and the Office of Apprenticeship. With this document everyone know “exactly” what they are getting up front.

Training can be “Front loaded” (done before the OJL portion) it can be done in conjunction with the OJL. The key here is flexibility for the employer and the apprentice.

Registered Apprenticeship College Consortium – RACC Partnership between Department of Labor and Department of Education Earn credit towards Associates and/or Bachelors degree More than 250 colleges and universities have joined the RACC, recognizing the correlation between a Registered Apprenticeship Completion Certificate and Post-Secondary Education https://doleta.gov/oa/racc.cfm The Registered Apprenticeship College Consortium or “RACC” is another “piece” of ApprenticeshipUSA, representing a partnership between the Department of Education and the Department of Labor where Registered Apprenticeship completion certificates count towards a post-secondary degree. In other words, the Completion Certificate is recognized as a standard assessment of proficiency, and that proficiency will translate into college credits at numerous educational institutions, with the number of institutions growing every week. I am working with numerous ND colleges to establish programs and to aid in the delivery and development of curriculum that meets our states needs.
