The European Maritime Safety Agency Dear Ms. President, honorable Members of the European Parliament, ladies and gentlemen,   I would like once more to express my gratitude to this Committee for giving me the possibility to update you on the Agency’s activities on the occasion of the extension of my mandate as EMSA’ Executive Director. Priorities and challenges for 2017 Continue delivering core tasks with available resources Phase in new mandate (on going) When I appeared in front of this Committee last January I presented you this slide, highlighting the priorities and challenges for 2017. This has not changed so far: phasing in the new mandate on the European Cooperation on Coast Guard functions is an ongoing task. As we speak we are recruiting staff with the necessary technical skills and competences to help fulfilling this mandate and we are fine tuning our activities.

European Coast Guard cooperation Priorities - 1 The recent migration crisis has prompted a series of legislative activities which also resulted in much more focus on Coast Guard functions. EMSA’s mandate spans into most of them as you can see in this slide, be it as core tasks or by supporting other institutions. There are more than 300 civilian and military authorities performing Coast Guard functions in Europe today; directly or indirectly EMSA provides them with added value to perform their daily routine activities.

EP- Pilot Project Creation of a EU Coast Guard Function With this in mind, I am particularly grateful to the European Parliament for proposing and supporting the pilot project "Creation of a European coastguard function" which started in January 2016 and ended with a final conference at EMSA in Lisbon last June where also the European Parliament was represented. This Pilot project provided the test bed for the co-operation mechanism proposed by the Commission within the framework of the European border package. The project aimed to raise cross-sectorial awareness of Frontex, EMSA and EFCA’s activities between the three Agencies and amongst stakeholders and to create operational and technical synergies between different coastguard functions at EU level. We, the three directors are now aiming at presenting the results of the pilot project to the TRAN-PECH-LIBE committees together this autumn.

A common effort – An European solution The project was propedeutical and instrumental for setting up the formal cooperation between the three Agencies for the years to come. The agencies involved have set up a mechanism of coordination to achieve the best possible results by exploring synergies for the benefit of national and European authorities carrying out coast guard functions. As of 2018 the work programme of the three agencies will contain a common text highlighting the priorities for the year to come in the area of Coast Guard functions. A concrete example of this cooperation is happening as we speak: one of our back up oil recovery vessels is performing fishery control activities in the Mediterranean sea, as it was mobilised for EFCA.

RPAS demonstration and way ahead The setting up of an EU RPAS service to support multipurpose operations serving a wide variety of public tasks at sea (e.g. border control, safety of navigation, Search and Rescue, pollution detection, fishery control, law enforcement actions) is ongoing. This is a new service model for civil Member State authorities and other institutions in a moment when the regulatory framework for operating drones is being shaped by the legislator. As with any new idea/concept we are confronted with some delays in the deployment of the service, mainly due to the complexity of mounting so many sensors on relatively small aircraft. Nevertheless we were able to demonstrate the potential and added value of this innovative service with a demonstration that took place last May in Spain. (click the video) .. Thetis – Supporting Ship inspections Inspection DB for Member States Enforcement, Targeting, Priority, Alerts THETIS IMO Instruments CO2 Reporting DB for Shipping Companies THETIS EU THETIS MRV The Agency continues to provide relevant authorities with a comprehensive tool to support ship inspections throughout Europe: Last year 18 000 inspections were recorded in the Thetis system by 600 authorised Port State control users. Thetis EU, the module developed to support the implementation of EU legislation for the so called sulphur directive and port reception facilities Directive records 10 000 inspections per year. In addition, five weeks ago, on the 7th of August, the Agency deployed also Thetis MRV and its web based application at the request of DG CLIMA. Thetis-MRV operational from 1 August 17 Legal Regulation 2015/757 on Monitoring, Reporting and Verification of CO2 from marine transport Users Shipping Companies, Verifiers and Flag states Worldwide Features Generations of Monitoring Plans (Voluntary) an Emission Reports (Mandatory) along with management of the workflow between Companies and Verifiers, leading to the issuance of Documents of Compliance. EU Regulation Monitoring Reporting & Verification THETIS MRV Publication Emission Reports ship specific from April 2019 onwards. The system will enable companies responsible for the operation of large ships using EU ports to report their CO2 emissions, from January 2018 under the EU’s Monitoring, Reporting and Verification Regulation. This is expected to encourage the uptake of greenhouse gas emission-reduction measures within the maritime sector, as the emissions data will be made public and updated yearly. This THETIS-MRV system enables companies to work together with accredited verifiers to prepare monitoring plans in a voluntary module and, importantly, to release emission reports and documents of compliance to the European Commission and relevant flag state authorities using the mandatory module. Using the information submitted, the European Commission will publish annual aggregated data per ship covering fuel consumption, CO2 emissions and average energy efficiency indicators, among others. For the first time we have a system open to input from the industry, giving a different magnitude to it. Figures N/A (Launch in August 2017)

Places of Refuge – European Cooperation In few weeks EMSA will also organize the third EU table top Exercise on places of refuge in Norway. This is an important example of different stakeholders working together to exchange experiences and best practices and testing cooperation in relation to places of refuge. The European Commission, EMSA, EU Members States, EFTA countries, the Industry will all sit together to simulate an accident and cover all the operational stages to best respond to the marine threat from a safety, security and environmental point of view. Operational guidelines were developed as outcome of the previous two exercises and presented as information paper to IMO.

European Maritime Single Window When it comes to facilitate the establishment of a European maritime transport space without barriers, the Agency continues having an active dialogue with the main stakeholders. EMSA is supporting a pilot project with the Commission (8 member states and industry member) to test the e-manifest concept. EMSA finalised the design of the European Maritime Single Window prototype to cater for a possible solution to reach an approach when it comes to exchange of ship’s relevant data. Unfortunately it is a process of small steps taking a lot of time. Still today, shipping is confronted with an administrative burden caused by double reporting which is causing problems and delays to a very “international” and demanding type of business! You can help to keep the pressure in order to reach results in this area!

Copernicus – growing interest The Copernicus Maritime Surveillance (CMS) service, implemented by EMSA, provides earth observation satellite images to support a better understanding and improved monitoring of activities at sea. The service is available to support authorised users in a wide range of operational functions, including maritime safety and security, fisheries control, customs, law enforcement, and marine environment monitoring. The growing interest for this service testifies the importance that Earth Observation services can provide to maritime authorities to better understand the maritime picture. Discussions have started about continuation of the Copernicus service after 2020. Your support would be appreciated to give enough attention to the maritime domain.

In addition to the comprehensive network of 17 large pollution response vessels which are stationed all along the EU coastline and which can be made ready for pollution response action within 24 hours, the agency provides also two other type of services. Dispersant stockpiles and Equipment Assistance Services. They complement the vessel network. Compared to last January we are establishing a stockpile with dedicated, pollution response equipment (such as current busters and fire booms), located in Ravenna (italy) to cover the Adriatic sea in addition to the 2 stockpiles in the North and Baltic Sea. Exporting European solutions Priorities - 1 EMSA has reached a maturity and capabilities to deliver which are attracting interest from all over the world. Our mandate already covers the support and technical assistance to ENP countries, thus contributing to a better level of safety, security and environmental protection around EU waters. We regularly receive delegations from third countries which are very interested to understand the cooperative and unique European approach when it comes to Maritime Safety, Security and Environmental protection and response. This has been recognised also by the European Commission in its last opinion to the EMSA’s Single Programming Document: The Agency's tools and training capacities are attractive worldwide and could support EU development and capacity-building policies in new priority geographical areas.

Administrative Board Evaluation of EMSA Priorities - 1 Evaluation conducted over 2016/2017 Final report adopted by EMSA Administrative Board in June 2017 Concluded that: The overall assessment is that EMSA contributes to a safer and more secure maritime environment as well as to the increased ability of Member States to prevent and to respond to marine pollution by pursuing activities and objectives which correspond to the needs of the EU in the area. Administrative Board recommendation (November 2017) Last but not least I would like to say few words on the EMSA evaluation which took place during 2016-2017. The overall assessment is very positive as recognizes that EMSA contributes to a safer and more secure maritime environment as well as to the increased ability of Member States to prevent and to respond to marine pollution by pursuing activities and objectives which correspond to the needs of the EU in the area. The report is now available on our webpage and based on this, the EMSA Administrative Board is expected to adopt its recommendations next November, with a view to possibly change the founding regulation, the Agency and its working practices.
