Declaration of Competence system (DoC) The Declaration of Competence system is supported for use across England by Health Education England, and endorsed by NHS England and PH England. The system aims to: assist the development and provision of consistent, sustainable high quality pharmacy services for patients provide assurance to employers and commissioners of practitioner competence

How to be service ready: Declaration of Competence (DoC) Pharmacy professionals are responsible and accountable for keeping their knowledge and skills up-to-date (GPhC). DoC is a self-assessment framework which supports pharmacy professionals in demonstrating that they have the skills and knowledge to deliver a quality service. Competencies are mapped to a learning pathway and include clinical, ethical and legal aspects of delivering a service. The Community Pharmacy Competence Group (CPCG) has developed a self-declaration process to support pharmacy professionals to self-declare their competence to deliver locally-commissioned services. By completing all aspects of the declaration it demonstrates to the individual, employers and commissioners that they have the skills and knowledge to deliver a particular service should that be needed within that local area. The DoC system enables pharmacy professionals to be ‘service ready’ and also promotes professional autonomy in terms of approaching service commissioners. 6

Declaration of Competence system Step 5 – Update CPPE record to confirm you have signed your statement of declaration for each service Step 4 – Declaration. Print off Declaration of Competence Statement (certificate) and sign Steps 2&3 – Learning/assessment: access learning, training and assessment (see learning pathway) to fill any gaps in competence Step 1 - Completion of self-assessment DoC framework to identify gaps in knowledge skills and behaviours “ Can you….?” Fill the gaps! So what does the DoC system look like? There is a DoC for each service and this takes pharmacy professionals through a step wise process to assure competence Pharmacy professionals are provided with a self-assessment framework which includes the competencies considered essential to deliver the service. Once they have reflected on those competencies they are provided with a learning and assessment pathway which they can use to complete any competency gaps. CPPE programmes and assessment form the core learning. Because the DoC model is linked to the CPPE learning database pharmacy professionals can print off their own declaration certificate which contains the learning and assessment they have completed. They can then self-declare by signing the certificate and update their CPPE records.
