Recreation & Community Programming JaxParks Recreation & Community Programming Summer Camp After School Fitness Aquatics Athletics Specialty Community Through THE Recreation and Community Programming division, JaxParks offers a variety of structured recreational opportunities. I’ll run through the list first, then we can talk about each in more details. These include: CLICK Summer camp After School Fitness classes Aquatics Athletics -

Community Facilities 47 facilities 25 staffed 7 partnerships JaxParks Community Facilities 47 facilities 25 staffed 7 partnerships 10 rentals, meetings 2 meetings only 3 unavailable JaxParks is also responsible for CLICK 47 facilities in all areas of the county 25 facilities are staffed by the City, who currently handles operations and programming 7 more are managed by partnership agencies, including PAL, the Tony Boselli Foundation and Heart for Children. 10 sites are not staffed full time, but are available for weekend rentals and community meetings. Two centers are available for community meetings only, these are located in Oceanway and Mayport And, right now, we have three facilities not available for use. These are Russell Bill Cook off of Jones St. NW Jacksonville, Forest Park on Forest St. and Scott Park on Hamilton Circle. We currently have an RFP out for a partnership manager for Russell Bill Cook.

Duval County Staffed Centers Partnering Agencies Unstaffed/Rentals Community meetings Unavailable Senior Centers This map gives you an overview of where the various centers are located CLICK The blue dots are the 25 community centers staffed by the city The purple dots are facilities managed by partnering agencies. The green dots represent the sites that are currently unstaffed, but available for weekend rentals and community meetings. The two aqua dots are centers that are only available for meetings The three orange dots are those sites unavailable at this time, Forest Park, Scott Park and Russell Bill Cook. And the red dots are our senior centers… Also, you’ll notice there are two locations that have both community and senior centers… those are Oceanway in N. Jax and CT Brown in NW Jax.

Planning District 1 We can get a closer look by planning district… this is district one, which serves the urban core.

Planning District 2 This is district 2, east of downtown, including Arlington and to the beaches

Planning District 3 District 3 is southeast and include Mandarin, Baymeadows area and parts of Southside.

Planning District 4 District 4 is West Jacksonville, including the Cecil Field areas and areas around NAS Jax.

Planning District 5 District 5 is West and northwest of downtown

Planning District 6 And district six and Northwest and North.

Summer Camp Participation - 1,462 Locations - 23 Cost - $389,910 JaxParks Summer Camp Participation - 1,462 Locations - 23 Cost - $389,910 Revenue - $212,375 Summer camp – activities ranging from traditional day camp activities like outdoor games and crafts to more specialized programs like environmental education and the arts. CLICK This past year we served more than 14-hundred children, mostly ages 6-12, at 23 different camp locations. Camp fees are $50 per two week session; we offer three two-week sessions, and we do work with the Jacksonville Children’s Commission to provide scholarship assistance. This past summer it cost us $389,910 to run our summer camp programs… And we brought in $212,375… it’s important to note here that the 200+ thousand is not a profit… in fact, we spent $177,535 more than we brought in.

After School (Club Rec) JaxParks After School (Club Rec) Participation: 664 Location: 19 Cost: $390,601 After School – called Club Rec. Ages 6 – 12, with three locations now open for teens 13 – 17. All programs are free. The focus is on recreational activities with additional homework assistance and social skills CLICK This year we served 664 children, again mostly ages 6-12, at 19 different locations The program if free to participants… the cost to JaxParks this past year was $390,601. Note that $80K of that 390-thousand-plus is attributed to our program at Mary Lena Gibbs Community Center in West Jacksonville. That program serves approximately 120 children and is funded through a JCC grant.

Fitness Programs Participation: 942 Location: 15 Cost: $277,922 JaxParks Fitness Programs Participation: 942 Location: 15 Cost: $277,922 Fitness classes – range from full service fitness centers to walking programs, aerobics, yoga and more. The photo you see here is of an aerobics class at our Forestview Fitness center. Forestview is a fitness center only. We also have the Cecil Gymnasium, that is a full-service fitness center with a weight room, cardio equipment, training, racquetball courts and a basketball gymnasium. CLICK This past year we served approximately 942 people – primarily adults – in our fitness programs… At 15 locations, including our two fitness centers. It cost JaxParks $277,922 to run those programs… $206,000 of that is the cost to run the Cecil Gymnasium.

Arts & Crafts Programs Participation: 180 Location: 10 Cost: $15,512 JaxParks Arts & Crafts Programs Participation: 180 Location: 10 Cost: $15,512 JaxParks provides arts and crafts activities in all of its youth programs, but aside from that, it offers special art classes like ceramics, drawing and painting and pottery. CLICK This past year 180 adults and children participate in art classes at 10 locations. One of those locations is JaxParks only full-time art studio… Murray Hill Art Center in the west Riverside area. JaxParks spent more than $15-thousand to run those programs last year.

Specialty Programs Participation: 1,125 Location: 19 Cost: $90,093 JaxParks Specialty Programs Participation: 1,125 Location: 19 Cost: $90,093 In addition to art and fitness classes, JaxParks also offers a number of other specialty programs.. This photo is of one of our martial arts classes. We also have various dance classes, seniors classes, computer classes… and, of course, we’re looking for more opportunities. CLICK This past year 1,125 participated in specialty-type programs We offered them at 19 community centers And it cost us approx. $90K.

Environmental Programs JaxParks Environmental Programs Participation: 1,334 Location: 19 Cost: $1,528 Under Recreation and Community Services, we also have the division of Waterfront Management and Programming, which houses our parks naturalists… but they partner very closely with programming and provide a lot of opportunities for environmental education CLICK This past year, more than 1,000 folks of all ages participated in environmental workshops… these include trail walks and talks, children’s hands-on nature activities, and programs that encourage appreciation for critters like spiders and snakes, and also our area’s natural habitats. Programs were offered at 19 of our community centers, in addition to a number of our preservation parks. It cost us, last year, approx. $1,500 to offer these activities – free to the public.

Center Rentals Participation: 77,706 Locations: 35 Cost : $174,315 JaxParks Center Rentals Participation: 77,706 Locations: 35 Cost : $174,315 Revenue : $155,382 We provide the community an opportunity to rent our community centers during weekend hours… right now, we have 35 available as weekend rentals. CLICK This past year, more than 77,000 folks took advantage of community center rentals, It cost the city approximately $174-thousand… and we received $155K – as with our summer camps, this is not a profit… it’s actually a small loss of about $20K.

Community Events Participation: 3,924 Locations: 10 Cost: $20,366 JaxParks Community Events Participation: 3,924 Locations: 10 Cost: $20,366 Two years ago, JaxParks began looking for opportunities to bring small-scale entertainment events into the local areas… and so far we’ve been quite successful. We try to host at least two events a month, a lot of these are offered at facilities in the two seeds of change neighborhoods. This picture if of folks gathering to watch one of our Movies in the Park… we also have events called Flick and Floats that include a movie and pool games, we have dances… and just recently we offered a video challenge, which was quite popular with the teens and tweens. CLICK This past year, nearly 4-thousand people attended our events… they are free and family-friendly. We offered the at 10 locations And it cost us about $20K.

Athletics - Youth Football, Flag Football Spirit Baseball, Softball JaxParks Athletics - Youth Football, Flag Football Spirit Baseball, Softball Soccer Basketball Tennis Sports Camps In addition to community center programming, Recreation and Community Programming also offers athletics programs and opportunities…. We have both youth and adult athletics activities. Our youth athletics programs include CLICK Football and flag football Spirit – what we used to call Cheerleading Baseball and softball And soccer… these are all offered through partnerships with youth athletics groups like the Youth Athletics Counsel and Pop Warner… We also offer basketball and, most recently, biddy ball… which is really becoming popular… We have tennis lessons at three tennis complexes And we run sports camp like basketball and softball skills camps.

Athletics - Adult Baseball, Softball Basketball Football Soccer Tennis JaxParks Athletics - Adult Baseball, Softball Basketball Football Soccer Tennis Kickball Ultimate Frisbee Disc Golf Rugby Our adult athletics opportunities include CLICK Baseball, softball And basketball – all through leagues that we, as the city, runs. Then we have adult football, Soccer Tennis – through our tennis complexes And we work with WAKA, the World Adult Kickball Association And Ultimate Frisbee association – As well as having two disc golf facilities now open, one at Ed Austin Regional Park and one at Hanna Park.

These include Pop Warner, Babe Ruth, Amateur Softball Association, Ultimate Frisbee, World Adult Kickball Association, Jacksonville Rugby Club and the North Florida Soccer League. We also have agreements with 55 youth athletics groups And for locations; we have 280 baseball and softball fields 159 football, soccer and multi-use fields 150 outdoor basketball courts and five gymnasiums And 158 tennis courts, including three tennis complexes.

Athletics Adult participation: 18,090 Youth participation: 18,828 JaxParks Athletics Adult participation: 18,090 Youth participation: 18,828 Total costs: $436,400 This past year more than 18-thousand adults participated in JaxParks athletics activities CLICK As well as nearly 19,000 youth And it cost us approximately $436K – right now we don’t collect any fees for our athletics programming other than our tennis lessons.

Aquatics 34 outdoor pools 1 indoor facility Learn-to-Swim JaxParks Aquatics 34 outdoor pools 1 indoor facility Learn-to-Swim Aquatics Fitness JaxParks Swim League Swim Teams/Meets Open Swim With summer coming up, you’ll all be hearing more about these programs… our aquatics activities. CLICK JaxParks operates 34 outdoor swimming pools that are open during the summer months… And one indoor aquatics facility at our Cecil Recreation Complex that includes an Olympic-sized pool and a smaller fitness pool. The picture you see here is of a group of kids at the Cecil pool. JaxParks’ learn-to-swim programs have always had a good reputation… in addition to teaching people the proper swimming techniques, they also place a huge emphasis on knowing how to be safe in and around water… the classes are for all ages… starting at 5 months. At our Cecil Aquatic Center, we also offer aquatics fitness classes… they have aqua aerobics and aqua pilates… which is starting to be very popular. A very popular program is also our JaxParks Swim League… and We also host swim teams and swim meets… again, our cecil facility just recently purchased a colorado timing system that will make it easier to And, of course, we make sure that all our pools offer times for open swim or family swim.

Aquatics - Outdoor Toddler lessons: 235 Youth lessons: 5,187 JaxParks Aquatics - Outdoor Toddler lessons: 235 Youth lessons: 5,187 Adult lessons: 57 Swim Clinics: 50 Swim Team: 1,059 Jr. Lifeguard Camp: 76 Looking at our swim lessons and the impact they have… This past year our outdoor pools provided lessons for CLICK more than 200 toddlers, More than 5,000 youth – this is ages 5 – 13, And 57 adults. Swim lessons, by the way, are $40 for two weeks, and we offer three two-week sessions. We also hosted more than 1,000 swim team participants through JaxParks swim teams. We also host participants from Bolles and other groups… and this year we will host our first Jacksonville Swim Classic, bringing in swimmers from all over the country And 76 children in our Jr. Lifeguard Camp… this is a really neat program that teaches youngsters lifesaving and rescue techniques, and prepares them to be future lifeguards.

We also had 92 folks participate in our aquatics fitness classes, 91 in swim team activities And 77 in Jr. Lifeguard camp.

Public Opinion JaxParks JaxParks understands that we can always improve our processes and we do a lot of surveys to help us find out what our uses like and want. This is results of some of our summer camp surveys… The first survey indicates what parents think about our registration process. Last year we started online registration which we are still working to improve this year. The second one is parents’ opinions about camp activities The third is what the children in our camps think… And the last one is what parents think about our summer camp voucher program through JCC.

Public Opinion JaxParks We’ve also collected surveys on some of our other services… Our aquatics programs… Adult athletics programs… Our after school program – club rec – this survey if of the kids participating… Our community center rentals… Our specialty classes And our tennis programs.

Targeted eight locations in “hot spot” areas Selected three sports: Flag football, 3-on-3 basketball and Wiffleball Each sport to be played one four-month season Concerns Staffing Transportation costs Projected cost – approximately $900,000. Camp Jacksonville Presented to us by former Mayor Jake Godbold JaxParks is moving forward with implementation JaxParks will identify select Camp Jacksonville sites Partner with Duval County Schools for transportation and education pieces Camp will be offered free/ income and zip code criteria. Projected cost approximately $90,000 Rec and Roll Program would allow JaxParks to take recreational opportunities to where the youth are… Work out of the back of a van, church youth hall, etc. JaxParks staff would design programs and hire contractors to deliver Select target area for three months If we meet target attendance, we make it permanent – if not, we “roll” on. JaxParks is also proposing expanding our existing Friends of the Park program. Currently groups able to volunteer time to assist with maintenance/beautification of parks Enhance to include ability to encompass volunteers, donors, sponsors and partners Befriend community centers and parks Sponsor programming / enhance current recreation program with educational and skilled-based activities Develop successful donor base Community Center Management Partnership As we said earlier, JaxParks has 47 community centers, some staffed, some with partnering agencies, some open for meetings only, and so on. One direction we are considering is to eventually have a partner structure at all of our community centers. JaxParks would set the standards and performance measures before beginning. We have 162 neighborhood parks. 25 staffed community centers 439 ball fields 308 courts – basketball, tennis 35 public swimming pools including an indoor facility And 27 boat ramps. And our goal is to take our park system from the largest to the best. We want to serve more youth, more seniors, make an impact in areas of fitness and nutrition, focus on our mission to provide recreational opportunities to everyone… and improve quality of life.
