2017 UNEG Evaluation Week 17-19 May 2017 Vienna, Austria Annual General Meeting

Welcome to Vienna and thank you Vienna colleagues! CTBTO, IAEA, UNIDO, and UNODC

Strongest ever UNEG 83% workplan achieved or on track Andrea Cook (SO1) Oscar Garcia (SO2) Indran Naidoo (SO3) Colin Kirk (SO4) 40 Agencies (including observers and institutional partners) and 228 members engaged in implementing UNEG workplan 2017 Opening cash balance: $ 592K

SO1: a stronger evaluation function Norms and Standards published, translated into other five UN working languages, and distributed. Evaluation Competency Framework published and distributed. Two peer reviews (ITC and UNODC) were completed and one (UNICEF) was initiated Exploratory study of the decentralized evaluation functions across UNEG agencies was conducted

SO2: strengthening use SO2 focused on outreach and advocating for the use of evaluation: Principles and Good Practices for Stakeholder Engagement was developed Check list for Improved Quality of Evaluation Recommendations was drafted A study on the implications of the governance structures of UNEG members in promoting the use of evaluative evidence for informed decision-making was commissioned Sub-group on knowledge management for better use of evaluation held a series of webinars

SO3: System-wide evaluations SDGs: A roadmap proposal for the UN evaluation system in the context of Agenda 2030 is under development.   Gender Equality and Human Rights: changes to the UN-SWAP Evaluation Performance Indicator (EPI) developed; a FAQ to support reporting on the UN-SWAP evaluation performance indicator was developed; Independent Review of the UN SWAP EPI reporting was conducted; UN-SWAP EPI reported; first regional evaluation practice exchange on integrating GE&HR was organized in collaboration with UNEDAP; UN-SWAP EPI Peer Learning Exchange Sub-group established. Humanitarian Evaluation: Guidance on reflecting Humanitarian Principles (HP) when evaluating Humanitarian Action was developed. Humanitarian-development nexus study was conducted. Culture and Evaluation: A discussion paper on lessons learned from the literature and on the integration of a cultural perspective in UN and non-UN evaluation reports was prepared. UNEG continues to engage in the Interim Coordination Mechanism (ICM) and the ISWE related issues.

SO4: UNEG co-leading global evaluation partnership UNEG working with the international evaluation community: UNEG continues collaboration with EvalPartners/IOCE, including joint organization of Global Evaluation Forum in Bishkek, Kyrgyzstan, 25-28 April, hosted by Kyrgyz authorities. SO4 also participated in joint UNITAR/UNDP training to support national evaluation capacity development in Asia-Pacific region. UNEG members participated in the Asia-Pacific Evaluation Association Conference 2016 in Hanoi, Vietnam (21-25 November 2016) and 2ème Forum International Francophone de l'Evaluation in Marrakech, Morocco (13-16 December 2016). UNEG benefiting from wider evaluation community resources: EvalPartners continues to publish monthly newsletter reporting on EP activities UNSSC: Training on M&E delivered with inputs from UNEG colleagues EvalGender+ published guidance on evaluating SDGs and delivered technical assistance to 11 countries/regions EvalSDGs continues to produce high quality briefing papers via IIED EvalYouth managed well attended virtual conference

What’s next? We have achieved a lot. But much more needs to be done This AGM is our golden opportunity to shape a stronger UNEG that should be relevant to all UNEG members, regardless its size, capacity, mandate, geographical location. UNEG should leave no one behind, while enhancing Member States to evaluate their own localized SDGs to be able to leave no one behind. I wish all of us a great and fruitful AGM!
