Stuart Halstead Profile Director, Middle East - UAE Stuart is a Director in indirect taxes and has spent over 15 years with Deloitte. Previously based in the UK, he has been located in the UAE since 2011. He co-founded Deloitte’s Government Revenue Solutions practice in 2013. The group helps governments undertake revenue reform and mobilization programs. Whilst he is a tax (principally VAT) policy specialist, he has also advised governments and their revenue agencies on administrative capacity building and performance improvement programs. His work includes tax policy design and benchmarking, legislative drafting, best practice benchmarking and senior management coaching. Prior to moving to the UAE, Stuart was primarily an advisor to large retail banks, investment trusts and asset management companies in addition to other work he undertook for a range of businesses in a variety of sectors. Stuart is a Chartered Tax Advisor (CTA) and holds undergraduate and post-graduate degrees in economics and economic history from the University of Glasgow, UK.
