Figures and facts… Peru reduced the burden of HIV/AIDS (mortality and morbidity) by 43% from 2000 to 2010. Part of this success is associated with free delivery of antiretroviral drugs (ARVs) starting in 2004 and the successful financing of the HIV/AIDS Strategy.
The transition of financing… The program received significant external support from international cooperation until 2010. Since 2011, the Ministry of Finance (MEF) started to add public funding for high-risk groups using a budget for results methodology

Challenges… HIV/AIDS budget management had a number of flaws, indicating insufficient planning and improvised management. The program could be significantly improved with monitoring at the regional level and with support for a strategic human resources plan. Peru’s HIV/AIDS Burden of Disease is still the fifth largest in LAC
